613 <br />William L. Lightfoot, Architect, appeared before the Council <br />presenting plans and specification for furniture, equipment, <br />landscaping, plants, and work site development required for <br />completion.of the Paris Public Library and requested approval of the <br />plans and specifications and authorization to advertise for bids. <br />After discussion, a motion was made by Councilman Hoog, seconded by <br />Councilman Folmar for approval of the Resolution. The motion carried <br />6 ayes, 0 nays. <br />Mayor Burnett announced that the Council would go to item number two <br />on the agenda. <br />Jack Stowe, Consultant for Reed & Stowe, 9794 Forrest Lane, Dallas, <br />Texas, appeared before the Council presenting the final report on the <br />Lone Star Gas Company's rate increase. Mr. Stowe stated that one <br />major change. was made in the final report from the draft copy of the <br />report. Mr. Stowe told the Council their case was prepared fram <br />information filed by Lone Star Gas Ccupany which was the test year <br />December 31, 1985 for investment, revenues and expenditures within <br />the Paris Distribution system, that they had submitted approximately <br />30 to 35 information request, and based on that filing and that <br />information presented to the Council, this case was based on that <br />information. Mr. Stowe stated that there is no change in the final <br />report, and the report reflects a rate increase of 11.9% of the Lone <br />Star Gas Company's request. <br />Mayor Burnett announced that the Council would go into executive <br />session, and declared the regular session closed, and the executive <br />session open.. <br />Legal matters was discussed with the City Attorney. <br />Mayor Burnett declared the executive session closed, and the regular <br />session open. <br />
