' <br />s <br />ri <br />,�:_ <br />• <br />MINUTES OF THE SPECIAL COUNCIL MEETING CITY OF PARIS <br />January 5, 1984 <br />The City Council of the City of Paris met in special session, Thursday <br />January 5, 1984, 7:00 P. M. Mayor Graham called the meeting to order <br />with the following councilman present: Donald G. Wilson, Gene McWaters, <br />Jr., Jeff Hoog, Nathan Bell, and George Fisher. Also present were City <br />Manager, David H. Doty, City Attorney, T. K. Haynes, and City Clerk, H. <br />C. Greene. <br />Mayor Graham announced that the special Council Meeting was called for <br />the purpose of holding public hearings on Planning and Zoning petitions. <br />Mayor Graham requested a motion to remove from the table the petition of <br />Roger Wayne Barnes. A motion was made by Councilman Wilson, seconded by <br />Councilman Hoog to remove the item from the table. The motion carried 6 <br />ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Roger <br />Wayne Barnes for a change in zoning from SF -2 to SF -3 and Specific Use <br />Permit Mobile Home (39) on the north k of Lots 6, 7, and 8, Block 6, <br />Sperry's First Addition located at 558 28th N. W. <br />Director of Community Development, Joe McCollum appeared before the <br />Council and reviewed the minutes of the Planning and Zoning Commission <br />meeting held on January 3, 1984 which are attached to these minutes as <br />exhibit A. Mr. McCollum advised the Council that the Planning and <br />Zoning Commission had voted 7 ayes, 0 nays to deny the request of the <br />petitioner. <br />Mayor Graham called for proponents to appear and Mr.Roger Barnes <br />appeared in his own behalf requested the zoning in order that a mobile <br />home might be place in a permanent position on the lot. Mrs. W. B. <br />Morris, Mrs. Ellanor Stringer, and Paul Stringer appeared in behalf of <br />the petitioner. <br />Mayor Graham called for opponents to appear and none appeared and the <br />public hearing was declared closed. <br />After discussion, a motion was made by Councilman Hoog, seconded by <br />Councilman Fisher to table the request and send the petition to the <br />Planning and Zoning Commission to explore the possibility of establish- <br />ing an SF -3 District. The motion carried 6 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Joe <br />Shelton for a change in zoning from, SF -2 to GR on Lots 3 and 4, City <br />Block 264 located on the southwest corner of Blake Road and 20th N. E. <br />Mr. Joe McCollum advised the Council that the Commission had voted 7 <br />ayes, 0 nays to recommend denial. <br />Mayor Graham called for proponents to appear, and none appeared. <br />
