the low and best bid that a contract be awarded to Drake Construction <br />for such work meeting City's specification in an amount not exceeding <br />$4,000.00. the motion was seconded by Councilman Ware. The motion <br />carried 6 ayes, 1 nay, Councilman Fisher voting nay. <br />Mayor Graham called for the tabulations of bids for seven vehicles for <br />the police, and the following bids were presented. <br />FIVE VEHICLES <br />NOT POLICE PACKAGE <br />Glass Motors $52,984.05 Less Trade $39,184.05 <br />Lowry Chevrolet $48,000.00 -0- <br />Lamar Chrysler $50,878.85 -0- <br />Kosterman Ford $46,810.00 -0- <br />McDougall Oldsmobile $52,546.20 $ 8,400.00 <br />TWO VEHICLES FOR C.I.D <br />Glass Motors $20,415.12 Less Trade $ 2,500.00 <br />Lowry Chevrolet $18,900.00 -0- <br />Lamar Chrysler $19,326.00 -0- <br />Kosterman Ford $18,326.00 -0- <br />McDougall Oldsmobile $20,722.44 $ 2,500.00 <br />Councilman Hoog moved that bids received at a public bid opening on <br />April 4, 1984 for seven automobile be spread on the record and that in <br />as much as Kosterman Motor submitted the lowest and best bid that a <br />contract be awarded to Kosterman for such items meeting City's speci- <br />fications in an amount not to exceed $65,576.00. The motion was second- <br />ed by Councilman Ware, and carried 6 ayes, 1 nay, Councilman Wilson <br />voting nay. <br />Mayor Graham announced that the City would receive recommendations of <br />the Traffic Commission and take appropriate action on such recommenda- <br />tions. Minutes of the Traffic Commission are attached as Exhibit B <br />hereto. <br />City Attorney Haynes recommended that the recommendations concerning <br />speed limits on State Roads be referred to the Texas Department of <br />Highways and Public Transportation for their study and recommendations. <br />The staff was instructed to so do. <br />City Manager Doty presented a request from James Darnell for a pro -rata <br />contract for approximately 2,450 feet of water line to serve Elk Hollow <br />Addition. A motion was made by Councilman Fisher, seconded by <br />Councilman Wilson to call a public hearing concerning the pro -rata <br />contract. The motion carried 7 ayes, 0 nays. <br />Mayor Graham announced that the next item would be consideration of an <br />action on a policy concerning advertising material in conjunction with <br />Library Programs.
