The motion was second- ed by Councilman Ware, and carried 6 ayes, 1 nay, Councilman Wilson voting nay. Mayor Graham announced that the City would receive recommendations of the Traffic Commission and take appropriate action on such recommenda- tions. Minutes of the Traffic Commission are attached as Exhibit B hereto. City Attorney Haynes recommended that the recommendations concerning speed limits on State Roads be referred to the Texas Department of Highways and Public Transportation for their study and recommendations. The staff was instructed to so do. City Manager Doty presented a request from James Darnell for a pro -rata contract for approximately 2,450 feet of water line to serve Elk Hollow Addition. A motion was made by Councilman Fisher, seconded by Councilman Wilson to call a public hearing concerning the pro -rata contract. The motion carried 7 ayes, 0 nays. Mayor Graham announced that the next item would be consideration of an action on a policy concerning advertising material in conjunction with Library Programs.
