The motion carried 5 ayes, <br />1 nays, Councilman Fisher voting nay, and Councilman Bell left the <br />Councilman Chamber. <br />The following policy regarding co- sponsorship of promotional and give <br />way items by the Paris Public Library and any commercial or public <br />enterprise was presented: <br />The Library may co- sponsor events, materials, or programs to publicize <br />and improve the library, subject to the following conditions: <br />- A. The Library is under no obligation to accept any gift. <br />B. All items, events, or programs must be approved by a majority of the <br />Library Advisory Board, through proposed or sample. <br />C. The Library Advisory Board reserves the right to discontinue the <br />activity at any time. <br />D. Advertising will never be in the form of an endorsement by the <br />Library or the City of any product or business over its competitors. <br />A copy of this policy will be furnished to any business person who <br />proposes to give the Library anything or to co- sponsor any project. <br />After discussion, a motion was made by Councilman Wilson, seconded by <br />Councilman Ware to adopt the Library policies. After discussion, <br />Councilman Wilson withdrew his motion and Councilman Ware with drew his <br />second. A motion was then made by Councilman Ware, seconded by <br />Councilman Wilson accepting guidelines of the Paris Public Library <br />Policies and advising the City Attorney to add legal paragraphs as <br />suggested by the City Attorney. The motion carried 6 ayes, 0 nays, <br />Councilman. Bell entered the Council Chamber and assumed his chair at the <br />Council Table. <br />'- City Manager Doty presented a request from Ron Pirtle for water service <br />from the Lamar County Water District in the gray area on Old Oddfellow <br />Road. The Manager recommended approval of the request. A motion was <br />made by Councilman McWaters, seconded by Councilman Wilson to approve <br />the request. The motion carried 7 ayes, 0 nays. <br />t <br />Mayor Graham announced that the Council would go into executive session <br />to discuss legal and personnel matters with the City Attorney, and the <br />regular session was declared closed and the executive session open. <br />County Attorney Tom Well and County Commissioners Wheeler, and Sparks <br />met with the Council to discuss contractual matters. Claims and other <br />legal matters were discussed with the City Attorney. <br />The executive session was declared closed, and the regular session open. <br />
