December 29, 1983 <br />MEMORANDUM <br />TO Planning and Zoning Commission <br />FROM City Engineer <br />PRELIMINARY PLAT - ELK HOLLOW ADDITION <br />I have reviewed the proposed subdivision of property shown on the re- <br />ferenced preliminary plat and it appears that such plat fully complies <br />with the terms and provisions of the City of Paris Subdivision Regula- <br />tions, Ordinance No. 1315, with the following exceptions and /or addi- <br />tions: <br />1. a 10 foot wide utility easement needs to be provided along the front <br />of the lots for the installation of the required water main - this <br />is being done to facilitate the water main construction and to <br />minimize disturbing the drainage ditch; the developer will need to <br />install water service taps for each lot from that main; <br />2. the developer is required to provide sanitary sewer service, where <br />required - I recommend that the developer (or his consultant) address <br />the approximate location of the nearest existing sanitary sewer, the <br />approximate distance from this proposed subdivision, and a comparison <br />of the estimated costs to provide sanitary sewers or the private <br />sewaae facilities (septic tanks); <br />3. subject to an evaluation of the information requested above, I antici- <br />pate recommending that construction of sanitary sewer mains be waived <br />and the construction of private sewage facilities (septic tanks) be <br />approved subject to that construction being done in accordance wit" <br />the Texas Department of Health "Construction Standards for Private <br />Sewage Facilities" and such other City of Paris - Lamar County stand- <br />ards in effect at the time of making these improvements - this con- <br />struction will be inspected by the City of Paris - Lamar County <br />Health Department and the City Engineer; <br />4. the developer is required to construct the standard curb and gutter <br />along the subdivision's side of the boundary street (36th N.E.), <br />however, I recommend that this requirement be waived as being <br />impractical at this time; <br />5. there are some minor corrections on the plat drawing which will need <br />to be made prior to my review and approval of the construction plans; <br />and, <br />EXHIBIT C <br />
