P <br />} <br />highest number of votes of the votes cast at such election <br />for Councilman From Ward Two (2), and is therefore elected <br />to serve as Councilman From Ward Two (2) and as a member of <br />the City Council of the City of Paris for the ensuing two <br />(2) years; that Billy Joe Burnett is the person receiving <br />the highest number of votes of the votes cast at such <br />election for Councilman From Ward Three (3), and is there- <br />fore elected to serve as Councilman From Ward Three (3) and <br />as a member of the City Council of the City of Paris for the <br />ensuing two (2) years; and that Donald G. Wilson is the <br />person receiving the highest number of votes of the votes <br />cast at such election for Councilman From Ward Six (6), and j <br />is therefore elected to serve as Councilman From Ward Six M <br />(6) and as a member of the City Council of the City of Paris <br />for the ensuing two (2) years. <br />Passed and adopted by the City Council of the City of <br />Paris in regular session convened pursuant to the directions <br />of the City Charter of the City of Paris, Paris, Texas, on <br />this the 18th day of April, 1984. <br />ATTEST: <br />ene, City Clerk <br />APPROVED AS TO FORM: <br />K. Haynes, City Attorney <br />it e Gra am, Mayor <br />City Judge Cedric Townsend administered the Oath of Office for Councilman to <br />George Fisher, Jr., -Ward One; Walter F. Williams, Ward Two; Billy Joe Burnett, <br />Ward Three; and Donald G. Wilson, Ward Six. The Councilmen then assumed their <br />chairs at the Council Table. <br />Mayor Graham called for the reading of a Franchise Ordinance granting a Franchise <br />to McCaw Midwest Communications, Inc. A motion was made by Councilman Bell, <br />seconded by Councilman Hoag approving the Franchise Ordinance on first reading. <br />The motion carried 7 ayes, 0 nays. <br />Resolution No. 84 -0211 declaring the repair and restoration of the Central Sewer <br />Interceptor is found to be and does justify the declaration of an emergency and <br />authorizing the city staff to execrise the emergency power as the same relate to <br />budgeting, expenditures, procurment, and bid process, for the only requirement <br />being that the City Council of the City of Paris be kept abreast of the progress <br />of the project was presented. A motion was made by Councilman Bell for adoption <br />of the Resolution, and the motion failed for the lack of a second. Discussion was <br />called for on the Resolution, and Director of Engineering John Buss appeared be- <br />fore the Council answering questions. Among the decision resolved by the City <br />Council was designation if site No. One as shown on Exhibit B. to the Resolution; <br />the approval of the purchase of an air mask; and the use of polyethylene pipe at <br />shallow depth, and PVC Perma -Loc else where for a total estimate of $535,000.00. <br />Mayor Graham then called for the motion. The motion was made by Councilman Bell <br />for adoption of the Resolution, seconded by Councilman Wilson and carried 7 ayes, <br />0 nays. <br />
