RESOLUTION NO. 84 -027 <br />WHEREAS, the City of Paris has been experiencing <br />failures as indicated on Exhibit "A" in a 24 inch concrete <br />pipe being a part of the Central Interceptor which gravity <br />flows approximately 6,918 feet from the intersection of West <br />�-- Sherman and 12th S. W. Streets northward to a point near a <br />creek immediately north of Park Street, as depicted on <br />Exhibit "A ". This sewer receives approximately 1.2 MGD of <br />raw sewage from the Woodard Lift Station and unquantified <br />flows from lateral sewer main connections; and, <br />WHEREAS, the Director of Engineering has throughly <br />evaluated the condition of this pipe through many visual <br />observations, television evaluation of a sample section, <br />collection of actual pipe samples, and through monitoring <br />the history and frequency of failures, and furthermore has <br />investigated alternative methods of remedying the problems <br />created by the poor condition of this pipe, such as a <br />continuation of the point repair methods used since 19 /9, <br />the abandonment and replacement of the pipe with a force <br />main, or the physical cleaning of the pipe and subsequent <br />insertion of a polyethylene slip liner, and has made the <br />following determinations: significant annual expenditures <br />have been made in attempting to make point repairs to this <br />pipe and these can be expected to continue at increased <br />frequencies; the current reliability of sewer service is not <br />acceptable; the replacement of this line with a force main <br />or the slip lining of this line with a polyethylene <br />insertion, are not adequately reliable methods of correc- <br />tion; and, therefore, this section of the Central <br />interceptor must be repaired and restored by direct burial <br />of a new pipeline so that the immediate need for reliable <br />sewer service is satisfied; and, <br />WHEREAS, such repair and restoration will require <br />chlorination of raw wastewater by-passing into Baker's <br />Branch at the cost estimate attached as Exhibit "B "; repair <br />and restoration as described and at the cost estimate as <br />shown on attached Exhibit "C "; and the total project is <br />planned to be accomplished in accordance with the prelimi- <br />nary schedule attached as Exhibit "D "; and, <br />WHEREAS, during the repair and restoration of the <br />Central Interceptor, its flow will be interrupted requiring <br />that this project be completed in the shortest possible time <br />and requiring the declaration of an emergency; NOW, <br />THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, that the repair and restoration of the Central <br />interceptor is found to be and does justify the declaration <br />of an emergency and the same is hereby declared; and, <br />BE IT FURTHER RESOLVED, that the City staff is hereby <br />,—, authorized to exercise the emergency powers as the same <br />! relate to budgeting, expenditures, procurement and bid <br />process with the only requirement being that the City <br />Council of the City of Paris be kept abreast of the progress <br />of the project. <br />
