9 <br />MINUTES OF THE PLANNING AND ZONING COMMISSION <br />FEBRUARY 6, 1984 <br />GE- , XW 1 1 <br />.J L <br />The Planning and Zoning Commission of the City of Paris met in regular session <br />Monday, February 6, 1984 at 7:00 P.M. in the Council Room, City Hall, Paris, <br />Texas with the following members present: <br />1. <br />Freddie Swaim, Chairman <br />5. <br />Ronnie Nutt <br />2. <br />Ozie Battle <br />6. <br />Kyle Perry <br />3. <br />Bill Davidson <br />7. <br />Dorothy Smith <br />4. <br />Bruce McMonigle <br />8. <br />Dwight Woolston <br />Also present were Tom Pine, City Engineer and Joe McCollum, Director of <br />Community Development. <br />Chairman Swaim called the meeting to order and the minutes of January 3, 1984 <br />were approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of Goldman <br />Bruce Yarbrough for a change in zoning from a One Family Dwelling District <br />No. 2 (SF -2) to a Commercial District (C) on Lot 1, City Block 237 located <br />on the northwest corner of W. Campbell Street and 34th N.W. <br />Mr. Yarbrough was present and told the Commission he wanted to build a <br />structure to operate a lawn mower repair shop. He said that presently, there <br />is a lot of dumping of trash on the property. <br />No one else was present to speak on the matter and the public hearing was <br />closed. <br />Mr. McCollum advised the Commission that there is existing Commercial zoning <br />on the south side of Campbell Street and west of the property on Loop 286. <br />Following discussion Mr. Woolston made a motion to recommend approval of the <br />change. Mrs. Battle seconded the motion which carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Ken Bolyard <br />for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />General Retail District (GR) on Lot 2, Block A, Jubilee Addition located at <br />1273 19th N.W. <br />Mr. Bolyard told the Commission about Jubilee Ministries, which he heads, and <br />their proposal to operate a television studio which would produce 24 hour a <br />day Christian programming using a local cable access channel through an <br />agreement with Midwest Video Corp. He said that program time would be made <br />available to churches in the area and there would also be time for public <br />service type programs. In answer to a question, Mr. Bolyard stated he had <br />no contract with Midwest Video at this time but had a verbal committment <br />from them. <br />I <br />
