MINUTES OF THE PLANNING AND ZONING COMMISSION <br />JANUARY 3, 1984 <br />The Planning and Zoning Commission of the City of Paris met in regular <br />session Tuesday, January 3, 1984 at 7:00 P.M. in the Council Room, City <br />Hall, Paris, Texas with the following members present: <br />1. Freddie Swaim, Chairman 5. Bruce McMonigle <br />2. Ozie Battle 6. Ronnie Nutt <br />3. Bill Davidson 7. Kyle Perry <br />4. Jacob Hildreth <br />Chairman Swaim called the meeting to order and the minutes of the last <br />meeting were approved as presented. The Commission welcomed Kyle Perry as a <br />new member. <br />Chairman Swaim declared the public hearing open again on the petition of <br />Roger Wayne Barnes for a change in zoning from a One Family Dwelling District <br />No. 2 (SF -2) to a One Family Dwelling District No. 3 (SF -3) and Specific <br />Use Permit - Mobile Home (39) on the north 2 of Lots 6, 7 and 8, Block 6, <br />Sperry's First Addition located at 558 28th N.W. <br />Mr. McCollum reviewed the matter which had been tabled pending a ruling on <br />whether Mr. Barnes has an ownership interest in the property. The City <br />Attorney had given the opinion that because Mr. Barnes father has a 51% <br />interest in the property, he could have a lease interest and therefore could <br />apply for the zoning change. <br />Mr. Barnes renewed his request to be allowed the permanent placement of his <br />mobile home on the property as his place of residence. No one else was present <br />to speak on the matter and the public hearing was closed. <br />The Commission discussed the situation which could occur if an SF -3 District <br />were started in the midst of an SF -2 District and the precedent which would <br />be set. Mr. Nutt noted that previous similar requests had been denied, and <br />he made a motion to recommend denial of the petition. Mr. McMonigle seconded <br />the motion which carried 7 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Joe F. <br />Shelton for a change in zoning from a One Family Dwelling District No. 2 <br />(SF -2) to a General Retail District (GR) on Lots 3 and 4, City Block 264 <br />located on the southwest corner of Blake Road and 20th N.E. <br />Brad Shelton was present representing Joe Shelton, and stated there has been <br />substantial interest from people to locate small businesses at this location. <br />Mr. Shelton proposed to develop the property for retail use as opposed to <br />some sort of residential development. <br />There were several persons in attendance who spoke in opposition to the request. <br />Jim Montgomery, 1120 20th N.E. expressed concern that liquor related business <br />could go into a General Retail area. Bill King, 1820 Blake Road was opposed <br />
