MINUTES OF THE REGULAR COUNCIL MEETING OF THE CITY OF PARIS <br />April 5, 1984 <br />The City Council of the City of Paris met in regular session, Thursday, <br />April 5, 1984, 5:15 P. M. Mayor Graham called the Meeting to order with <br />the following Councilman present: Donald G. Wilson, Jeff Hoog, Gene <br />McWaters, Jr., and Nathan Bell. Also present were City Manager, David <br />H. Doty, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Mayor Graham requested Joe McCollum, Director of Community Development <br />to enter into the minutes recommendations of the Planning and Zoning <br />Commission meeting held on April 2, 1984 and introduced minutes of the <br />Planning and Zoning Commission which is made a part of the minutes as <br />Exhibit A. <br />Mayor Graham declared the public hearing open on the petition of Eva <br />Hampton for a change in zoning from a One Family Dwelling District No. 2 <br />to a One Family Dwelling District No. 2 and Specific Use Permit - Day <br />Nursery (25) on Lot 3, Block B, Springlake Addition located at 247 28th <br />N. E. <br />Mayor Graham called for proponents to appear, and Mrs. Eva Hampton <br />appeared in her behalf. <br />Mayor Graham called for opponents to appear and none appeared, and the <br />public hearing was declared closed. <br />A motion was made by Councilman Hoog, seconded by Councilman Wilson to <br />approve the recommendation of the Planning and Zoning Commission and <br />authorize the preparation of an Ordinance. The motion carried 5 ayes, 0 <br />nays. <br />Mayor Graham declared the public hearing open on the petition of Gary <br />Nash et al for a change in zoning from a General Retail District and One <br />Family Dwelling District No. 2 to a Planned Development District Shop- <br />ping Center on Lots 1, 2, and 3 -A, City Block 205 located on the east <br />side of 21st S. W. between Bonham Street and Kaufman Street. <br />Councilman Bell requested to be excused because of conflict of interest. <br />A motion was made by Councilman McWaters, seconded by Councilman Wilson <br />excusing Councilman Bell from the meeting. The motion carried 4 ayes, 0 <br />nays, and Councilman Bell left the Council Chambers. <br />Mayor Graham called for proponents to appear and Mr. Brad Hutchison <br />appeared in behalf of the petitioner. Mr. Hutchison informed the <br />Council that a Braum Ice Cream Store was proposed for the location. <br />Bill Tyler, Vice President of Braum appeared before the Council also. <br />Also appearing for the petitioner was Troy Jones, Jr., James Gladden, <br />George Jennison, Glen Watson, Dr. Don. Haslem, Jim Noble, Billy McClure, <br />and Clayton Ragsdale. Mr. Hutchison presented a site plan for the area <br />and advised that a fence would place about 92 feet north of the south <br />boundary line of the property. <br />t, ; <br />}_ <br />A <br />X � <br />
