F77;' <br />9111 10111-M <br />Mayor Graham called for opponents to appear and Mr. Gary Weiate, Attor- <br />ney, appeared in behalf of the property owners in the area. Mr. Weiate <br />advised that the property owners were concerned about the extra traffic <br />in the area particularly that on Kaufman Street, about the spreading of <br />trash in the area, about the late night opening, and noise created by <br />the commercial business. Also appearing against the petition was Audry <br />Talley. <br />Also appearing in behalf of the petition was Mr. Dennis Gann, 605 25th <br />S. W. <br />Mayor Graham declared the public hearing closed. <br />A motion was made by Councilman McWaters, seconded by Councilman Wilson <br />approving the request subject to the screening fence directional light- <br />ing away from the residencial areas, and a screen area of eleven feet <br />for trash and garbage collection, and authorized the preparation of and <br />Ordinance. The motion carried 4 ayes, 0 nays. <br />Councilman Bell entered the Council Chambers and assumed his seat at the <br />Council Table. <br />Mayor Graham called the public hearing open on the petition of D. L. <br />Collard for a change in zoning from a One Family Dwelling District No. 2 <br />to a Multi- Family Dwelling District No. 1 on Lot 1 -A, Block 3, Mayer <br />Addition. <br />Mayor Graham called for proponents to appear and Brad Hutchison appeared <br />in behalf of the petitioner. <br />Mayor Graham called for opponents to appear, and none appeared and the <br />public hearing was declared closed. <br />A motion was made by Councilman Wilson, seconded by Councilman Hoag <br />approving the request and recommendation of the Planning and Zoning <br />Commission. The motion carried 5 ayes, 0 nays. <br />Mayor Graham called the public hearing open on the annexation and proper <br />zoning upon annexation of a 149 acre tract of land located on both sides <br />of U. S. Highway 82 between the East City Limits of Paris and the West <br />City Limits of Reno. <br />Mr, McCollum explained the preceding of the Planning and Zoning Commis- <br />sion and advised that the Planning and Zoning Commission had recommended <br />annexation and tabling zoning of the property until the next meeting. <br />Mr, Harold Curtiss, Attorney, appeared before the Council in behalf of <br />the City of Reno representing Mayor Bullard, and Public Works <br />Director, <br />Ronnie Smith. Mr, Curtiss requested deferrial of any action until over <br />lapping of extra- territorial judicial of Paris and Reno had been rec- <br />onciled. Dr. Craig Stevens appeared before the Council questioning the <br />ability of the City of Paris to serve sewer service over the area being <br />annexed. Mr. Mack Ross appeared before the Council stating that the <br />sub - division which extended to FM195 on the east side of FM195 north of <br />the city of Paris. <br />i <br />
