C40 . <br />MINUTES OF THE PLANNING AND ZONING COMMISSION <br />APRIL 2, 1984 <br />The Planning and Zoning Commission met Monday, April 2, 1984 at 7:00 P.M. <br />in the Council Room, City Hall, Paris, Texas with the following members <br />present: <br />1. <br />Freddie Swaim - Chairman <br />5. <br />Kyle Perry <br />2. <br />Ozie Battle <br />6. <br />Bruce McMonigle <br />3. <br />Bill Davidson <br />7. <br />Ronnie Nutt <br />4. <br />Jacob Hildreth <br />8. <br />Dorothy Smith <br />Also present were Tom Pine, City Engineer and Joe McCollum, Director of <br />Community Development. <br />Chairman Swaim calldd the meeting to order and the Minutes of March 5, 1984 <br />were approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of Eva Hampton <br />for a change in zoning from a One Family Dwelling District No. 2 (SF -2) to a <br />One Family Dwelling District No. 2 (SF -2) and Specific Use Permit -Day Nursery <br />(25) on Lot 3, Block B, Springlake Addition located at 247 28th N.E. <br />Mrs. Hampton was present and told the Commission she wanted to operate a <br />nursery for children age 1 month to 3 years and plans to have no more than <br />12 children and 1 helper. She said that there is a deep driveway at the house <br />where parents could unload and load their children and her helper would be <br />parking at a nearby relative house. <br />There was no one else present to speak on the matter and the public hearing <br />was closed. <br />Discussion by the�Coission centered on'the State licensing requirements for <br />such an operation and following discussion, a motion was made by Mrs. Battle, <br />seconded Mrs. Smith, to recommend approval. The motion carried 8 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of Gary Nash, <br />et al for a change in zoning from a General Retail District (GR) and One <br />Family Dwelling District No. 2 (SF -2) to a Planned Development District - <br />Shopping Center (PD -a) on Lots 1, 2 and 3 -A, City Block 205 located on the <br />east side of 21st S.W. between Bonham Street and Kaufman Street. <br />Brad Hutchison, attorney representing Gary Nash, Glenn Billingsley, John Wright <br />and James Wright, owners of the property, presented a Site Plan for a Braum's <br />Ice Cream store which would utilize the north 200 feet of the property involved <br />while leaving the south 93 feet vacant and unimproved. He pointed out that <br />Braums had done this in another East Texas location and kept the vacant area <br />adjacent to the store cleaned and mowed. <br />He emphasized that the property facing Bonham Street was presently zoned <br />General Retail and Braums planned to use only about 50 -60 feet of the property <br />fronting on Kaufman Street for the development. <br />Marshall Jordon, 2035'W.
