+ 363 <br />Mayor Burnett invited the Council attention to the Vistors and Convention Council <br />X982 budget. A motion was made by Councilman Graham, seconded by Councilman <br />McGee approving the budget. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett called for the tabulation of bids for the installation of a raw <br />water pump at Pat Mayse Lake, and the following bids were presented: <br />Harrison, Walker, & Harper <br />Heuberger, Inc. <br />$63,300.00 <br />63,800.00 <br />Mayor Burnett advised the rejection of all bids. After discussion, a motion <br />was made by Councilman Kohls to accept the bid of Harrison, Walker, & Harper, <br />in the amount of $63,300.00. The motion failed for lack of a second. <br />After further discussion, a motion was made by Councilman Francis, seconded <br />by Councilman Wortham to reject the bids and turn over.the project to the <br />Director of Public Works and the City Engineer who will be instructed to get <br />the job done as quickly as possible. The motion carried 6 ayes, 1 nay Council- <br />man Kohls voting nay. <br />Mayor Burnett called for the reading of a previously authorized Ordinance <br />establishing a program of Comprehensive Emergency Management. <br />ORDINANCE NO. 2606 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, ESTABLISHING A PROGRAM OF <br />COMPREHENSIVE EMERGENCY MANAGEMENT WHICH INCLUDES THE PREVENTION, MITIGATION, <br />RESPONSE AND RECOVERY PHASES OF EMERGENCY MANAGEMENT; ACKNOWLEDGING THE OFFICE <br />OF EMERGENCY MANAGEMENT DIRECTOR; AUTHORIZING THE APPOINTMENT OF AN EMERGENCY <br />MANAGEMENT COORDINATOR; AND PROVIDING THE DUTIES AND RESPONSIBILITIES OF THOSE <br />OFFICES; IDENTIFYING AN OPERATIONAL ORGANIZATION; GRANTING NECESSARY POWER TO <br />COPE WITH ALL PHASES OF EMERGENCIES WHICH THREATEN LIFE AND PROPERTY IN THE CITY <br />OF PARIS; PROHIBITING UNAUTHORIZED WARNING AND ALL -CLEAR SIGNALS AND MAKING VIO- <br />LATIONS A MISDEMEANOR PUNISHABLE BY FINE NOT TO EXCEED $200.00; REPEALING ALL <br />ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN <br />EFFECTIVE DATE OF FEBRUARY 1, 1982. <br />was presented. A motion was made by Councilman McGee, seconded by Councilman <br />Williams for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett announced that the Council would go into executive session to <br />discuss legal matter with the City Attorney, and the regular session was declared <br />closed and the executive session open. <br />Discussion was had concerning contractual matters with Heuberger, Inc. <br />The executive session was declared closed, and the regular session open. <br />Councilman Graham made a motion which was seconded by Councilman Williams to <br />re- submit for bids on electrical contract, a plumbing contract, and a parts <br />contract for installation of a raw water pump at Pat Mayse Lake.
