t <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />January 25, 1982 <br />The special meeting of the City Council of the City of Paris was held Monday, <br />January 25, 1982, 7:00 P. M. Mayor Burnett called the meeting to order with <br />the following Councilmen present: W. C. Francis, Walter F. Williams, Larry <br />McGee, Travis Wortham, and J�e.Qraham.. Also present were City Manager R. W. <br />Sokoll, City Attorney, T.k.K. Haynes, and Ci,y Clerk, H. C. Greene. <br />Director of Parks and Recreation, Dick Boots, appeared before the Council and <br />presented the January 1982 revised Emergency Management Plan. After discussion, <br />a motion was made by Councilman Graham, seconded by Councilman McGee for adoption <br />of the Plan. The motion carried 6 ayes, 0 nays. <br />City Manager Sokoll requested authorization to advertise for bids for improvements <br />at Record Park and advised that some money was left in the Community Development <br />Block Grant which would pay for the items. A motion was made by Councilman Williams, <br />seconded by Councilman Graham approving the request of the City Manager. The motion <br />carried 6 ayes, 0 nays. <br />Mayour Burnett advised that the Council would consider amending Step 1 of the <br />Infiltration Project. City Engineer, Rick Conner, appeared before the Council <br />and presented a map showing the main lines to be considered for approval, <br />amendment, or deletion. Councilman Francis recommended to eliminate all lines. <br />out of the City and most specifically those south of the Loop, those lines north <br />east of the City, and the Lake Crook intercepter line. Councilman Francis <br />said that this recommendation was made to reduce the cost of the project, to <br />reduce the amount of Engineering work, and that the elimination of these lines <br />would be more suitable to the citizens of Paris particularly when voting for <br />a bond issue. After discussion, a motion was made by Councilman Williams, <br />seconded by Councilman Wortham to accept the amendment proposed by Councilman <br />Francis to amend the Facility Plan if the proposed amendments were acceptable <br />to the Department of Water Resources. The motion carried 5 ayes, 1 nay Council- <br />man McGee voting nay. After further discussion, a motion was made by Councilman <br />Francis, seconded by Councilman Graham to instruct the City Manager and Director <br />of Finance to visit Hayter Engineering "tomorrow and transport all plans and <br />specification to the City ". The motion carried 6 ayes, 0 nays. <br />Mayor Burnett announced that the City Council would go into executive session <br />to discuss legal matters with the City Attorney, and the regular session was <br />declared closed, and the executive session open. <br />Legal matter were discussed with the City Attorney. <br />The executive session was declared closed, and the regular session open. <br />There being no further business, the meeting adjourned. <br />BILLY J.
