MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />July 12, 1982 <br />The regular meeting of the City Council of the City of Paris was held <br />Monday, July 12, 1982, 7:00 P. M. Mayor Graham called the meeting to <br />order with the following Councilmen present: W. C. Francis, George <br />Fisher, Jr., Gene McWaters, Jr., Walter F. Williams, and Donald G. <br />Wilson. Also present were City.Manager, R. W. Sokoll, City Attorney, <br />T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by the Rev. Dick Adkinson. <br />Mayor Graham asked if there were any corrections to the minutes of <br />previous meeting, furnished to the Council members. There being no <br />corrections, the minutes were approved. <br />Mayor Graham announced that the first order of business would be <br />consideration of recommendations made by the Planning and Zoning <br />Commission. <br />Mayor Graham declared the public hearing open on the petition of <br />Robert J. McDougall for a change in zoning from a General Retail <br />District to a Commercial District on Lots 3, 4, 5, 6, and 7, City <br />Block 248 located on the southeast corner of Clarksville Street and <br />17th S. E. <br />No one appeared for or against the petition and the public hearing was <br />declared closed. — <br />ORDINANCE No. 2635 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710, OF THE CITY OF PARIS, <br />PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING <br />MAP OF SAID CITY: ESTABLISHING A COMMERCIAL DISTRICT (C) ON LOTS 3, 4, <br />5, 6, AND 7, CITY BLOCK 248, ON PROPERTY BELONGING TO ROBERT J. <br />MCDOUGALL, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED <br />AS A GENERAL RETAIL DISTRICT (GR); AND DESIGNATING THE BOUNDARIES <br />OF THE COMMERCIAL DISTRICT (C) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Fisher, seconded by <br />Councilman Williams for adoption of the Ordinance. The motion carried <br />6 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Betty <br />Ruth Bills Houston for a change in zoning from a One Family Dwelling <br />District No. 3 to a Multi- Family Dwelling District No. 1 on part of <br />Lots 8, 9, 10, and 11, Block 10, Belmont Addition located on the <br />southwest corner of 12th N. W. and Fairfax Ave. <br />Mayor Graham called for proponents to appear and Mrs. Houston appeared <br />in her behalf. <br />Councilman McGee entered the Council Chambers and assumed his chair <br />at the Council table. <br />Mrs. Houston presented a petition of property owners in the area <br />involved. <br />
