S Mayor Graham called for discussion on the EDA Grant Application, and City Manager Sokoll advised that the City was prepared to make applica- tion for a $75,000.00.Grant from EDA with $25,000.00 being furnished in cash or in kind by the City for the program. Mr. Les Learman appeared before the Council to give further information on the Grant. Councilman McGee entered the Council Chamber and assumed his seat at the Council table. A Resolution was presented authorizing the City to make an EDA Grant Application and approving a letter read by the City Manager supporting the project. After further discussion, a motion was made by Councilman Fisher, seconded by Councilman Williams to approve the Resolution and adopt the project. A motion showed 2 ayes, 4 nays, and the motion failed. Mr. Chuck Zickefoose of the CRS Consulting Engineering Group, appeared before the Council and discussed amendments to the Facility Plan and the Infiltration /Inflow Project as well as a design memorandium prepared by the Engineering Group concerning a trickling filter system for the Waste Water Treatment Plant. After discussion, a motion was made by Councilman Wilson, seconded by Councilman McWaters to accept and approve the Trickling Filter concept presented by the CRS Group Engineers, Inc. The motion carried 6 ayes, 0 nays. Mayor Graham announced that the City would go into executive session to discuss matters with the City Attorney. The regular session was declared closed, and the executive session open, and the City Attorney discussed contractual matters with the City Council.
