J 0 _ <br />z <br />pNY:u�xn.,........ _.. <br />. . . ................. - - - - - - <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />September 13, 1982 <br />The regular meeting of the City Council of the City of Paris was held <br />Monday, September 13, 1982, 7:00 P. M. Mayor Graham called the meet- <br />ing to order with the following Councilmen present: Gene McWaters, <br />Jr., George Fisher, Jr., Donald G. Wilson, W. C. Francis, and Walter <br />F. Williams. Also present were City Manager, R. W. Sokoll, City <br />Attorney, T. K. Haynes, and City Clerk, H. C. Greene. <br />Prayer was offered by Sister Virgie Temple. <br />Mayor Graham asked if there were any corrections to the minutes of <br />previous meetings furnished to the Council members, there being no <br />corrections, the minutes were approved. <br />Mayor Graham announced the first order of business would be considera- <br />tion of recommendations made by the Planning and Zoning Commission. <br />Mayor Graham declared the public hearing open on the petition of <br />James Garvin for a change in zoning from a One Family Dwelling District <br />No. 3 to a Neighborhood Service District on Lots 1 -A and 1 -B, City <br />Block 5, Maxey Addition located on the southeast corner of W. Long St. <br />and 17th N. W. <br />Mayor Graham called for proponents to appear and none appeared. <br />Mayor Graham called for opponents to appear and none appeared, and <br />ORDINANCE NO. 2644 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING <br />MAP OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE DISTRICT (NS) <br />ON LOTS 1 -A AND 1 -B, BLOCK 5, MAXEY ADDITION, ON PROPERTY BELONGING <br />TO JAMES GARVIN, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED <br />AS A ONE FAMILY DWELLING DISTRICT NO. 3 (SF -3); AND DESIGNATING THE <br />BOUNDARIES OF THE NEIGHBORHOOD SERVICE DISTRICT (NS) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Williams, seconded by <br />Councilman Fisher for adoption of the Ordinance. The motion carried <br />6 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of <br />Darrell Coats for a change in zoning from a One Family Dwelling <br />District No. 2 to a Multi - Family Dwelling District No. 1 on the <br />south part of Lots 1 and 2, City Block B, Town East Estates located <br />in the 3200 Block of E. Houston Street. <br />Mayor Graham called for proponents to appear and none appeared. <br />Mayor Graham called for opponents to appear and Mr. Steve Elkins <br />appeared in opposition to the petition and presented a petition of <br />property owners in the area. <br />Mayor Graham declared the public hearing closed and <br />
