M. Mayor Graham called the meet- ing to order with the following Councilmen present: Gene McWaters, Jr., George Fisher, Jr., Donald G. Wilson, W. C. Francis, and Walter F. Williams. Also present were City Manager, R. W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. Greene. Prayer was offered by Sister Virgie Temple. Mayor Graham asked if there were any corrections to the minutes of previous meetings furnished to the Council members, there being no corrections, the minutes were approved. Mayor Graham announced the first order of business would be considera- tion of recommendations made by the Planning and Zoning Commission. Mayor Graham declared the public hearing open on the petition of James Garvin for a change in zoning from a One Family Dwelling District No. 3 to a Neighborhood Service District on Lots 1 -A and 1 -B, City Block 5, Maxey Addition located on the southeast corner of W. Long St. and 17th N. W. Mayor Graham called for proponents to appear and none appeared. Mayor Graham called for opponents to appear and none appeared, and ORDINANCE NO. 2644 AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A NEIGHBORHOOD SERVICE DISTRICT (NS) ON LOTS 1 -A AND 1 -B, BLOCK 5, MAXEY ADDITION, ON PROPERTY BELONGING TO JAMES GARVIN, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY DWELLING DISTRICT NO. 3 (SF -3); AND DESIGNATING THE BOUNDARIES OF THE NEIGHBORHOOD SERVICE DISTRICT (NS) SO ESTABLISHED. was presented. A motion was made by Councilman Williams, seconded by Councilman Fisher for adoption of the Ordinance. The motion carried 6 ayes, 0 nays. Mayor Graham declared the public hearing open on the petition of Darrell Coats for a change in zoning from a One Family Dwelling District No. 2 to a Multi - Family Dwelling District No. 1 on the south part of Lots 1 and 2, City Block B, Town East Estates located in the 3200 Block of E. Houston Street. Mayor Graham called for proponents to appear and none appeared. Mayor Graham called for opponents to appear and Mr. Steve Elkins appeared in opposition to the petition and presented a petition of property owners in the area.
