MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />October 18, 1982 <br />The City Council of theCity of Paris met in special session Monday, <br />October 18, 1982, 7:00 P. M. Mayor Graham called the meeting to <br />order with the following Councilmen present: W. C. Francis, Donald <br />G. Wilson, George Fisher, Jr., Larry McGee, Gene McWaters, Jr., and <br />Walter F. Williams. Also present were Acting City Manager, H. C. <br />Greene, City Attorney, T. K. Haynes, and Acting City Clerk Joe N. <br />McCollum. <br />Mayor Graham announced the first item of business was a public hearing <br />to receive citizen input concerning the proposed Community Development <br />Block Grant Application. Before declaring the public hearing open, <br />he asked Mr. McCollum to provide information to the Council and <br />audience about the grant. <br />Mr. McCollum advised that the City was eligible to apply for a one <br />year grant in the amount of $800,000.00 and list projects which could <br />be included in the grant. <br />Mayor Graham declared the public hearing open and called for comments <br />from the audience. <br />Mr. John Pierce, 1005 7th N. E. told the Council that his experience <br />with the Interfaith Disaster Service indicated a need for housing <br />assistance to the elderly and cited examples of hardships he had <br />encountered. He also spoke of the need for an indoor recreation <br />facility for the youth in the northwest section of the City. Dempsene <br />Pierce, 1005 7th N. E. also spoke of the recreation need. <br />Thelma Nickerson, 1145 8th N. W. addressed the need for paving on her <br />street and the need for cleaning up properties in the area. There was <br />approximately 10 persons in attendance, but no one else spoke, and <br />Mayor Graham declared the public hearing closed. <br />Some proposed projects were discussed by the Council and a program <br />would be submitted for approval prior to the November 8, 1982 <br />application dead line. <br />Acting City Manager Greene requested authorization to advertise for bids <br />for the demolition and removal of storm damaged structures to be part- <br />ially financed by the Federal Emergency Management Agency. A motion <br />was made by Councilman Williams, seconded by Councilman Fisher to <br />authorize bids to be considered at the November Meeting.
