MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL November 1, 1982 The City Council of the City of Paris met in Special Session, Monday, November 1, 1982, 5:15 P. M. Mayor Graham called the meeting to order with the following Councilmen present: W. C. Francis, Donald Wilson, Larry McGee, Gene McWaters, Jr., and Walter F. Williams. Also present were Acting City Manager, H. C. Greene, City Attorney, T. K. Haynes, and Acting City Clerk, Joe N. McCollum. Mayor Graham announced the first item was to consider the application for the Community Development Block Grant. Bob Jones and Chuck Lucas of the Ark -Tex Council of Government reviewed the proposed application and outlined the proposed housing rehabilitation, demolition, paving, water and sewer projects to be carried out on the north side of the City. Following discussion, Councilman Williams made a motion to submit the application as proposed. Councilman McGee seconded the motion which carried 6 ayes, 0 nays. Mayor Graham called the next item which was to consider the request of Jimmy Furtch to allow him to repair his houses at 401 and 405 E. Grove Street which had been declared dilapidated by Ordinance No. 2649 and ordered removed. Mr. Furtch stated that he had spent over $1,900.00 to have the dwellings leveled and planned to repair the houses and live in one of them. Mr. McCollum stated he had reinspected the houses and that some leveling work had been done. He further stated that the houses were in bad shape structurally with a lot of deteriorated and rotted timber in the foundation and roof rafters. Councilman Wilson stated he should be given the opportunity to repair and bring the structure up to code and made a motion to amend Ordinance No. 2649 to give Mr. Furtch 6 months to complete the repairs. Council- man Williams seconded the motion which carried 6 ayes, 0 nays. City Attorney Haynes advised Mr. Furtch that a building permit must be obtained and the houses brought to standard condition before they could be occupied. Acting City Manager Greene reported to the Council on his visit to the Environmental Protection Agency concerning the Waste Water Treatment Plan Operation. He advised of their concern about the quality of effluent being produced and what he and other staff members had told EPA was being done to improve it. He said he expected no administrative order from EPA at this time. Mr. Rick Conner, City Engineer, advised the Council that the CRS Group Engineers would be here to offer suggestions to correct the operation. The Council set the date of November 18, 1982 to hear a progress report on the matter. Mayor Graham said that concluded the agenda items and ask Councilman Members to submit the names of persons they wanted interviewed for the City Manager position.
