Acting City Manager Greene stated the City was under contract to do all the construction plans called for in the State approved facility Plan and in order to receive 1984 funding of 75% participation on construction, we would have to have all plans completed by March 1, 1983. Mr. Buss suggested they explore the possibility of using the CRS Group for some of the design work and have the provision of professional engineering supervision of the local Step II staff. Bob Vivian of the CRS Group stated this was possible after talking to the people in Austin recently and further stated that, if approved by the Council, his group could provide the services and see that the plans were done by the March 1, 1983 deadline without overunning the budget. The unanimous opinion of the Council was to instruct Acting City Manager Greene, John Buss and Bob Vivian to visit Austin the next day and see if the State would allow amendment of the contract with CRS to provide the additional services necessary to meet the March 1, 1983 deadline. The results of this meeting with the State to be presented to the Council for consideration. Councilman McGee left the Council chamber at this point. Chuck Zickefoose presented some preliminary design drawing for the Treatment Plant improvements along with a schedule indicating sub- mission of the plans by January for Council review. He stated design work was 60% complete on the trickling filters, 30% complete on the secondary clarifiers and 15% complete on the primary clarifiers. He presented an overview of the present plant operation and discussed operation changes based on the test being taken on a daily basis. He said there were some repair needed on some valves and gates and also some piping improvements that would improve the plant efficiency. He stated some needs at the plant were as follows: Collection and processing of information, operation changes during high flow, in- creased laboratory support and documentation of difference in plant with new section of influent pipe now in place. Councilman Fisher entered the Council chamber and Councilman McGee returned to the Council chamber. The trip to CRS office in Portland, Oregon was discussed by Council- man Fisher, Francis and Graham. A special meeting was set for Monday, November 22, 1982 at 5:15 P. M. to hear a report from the Austin visit to explore the possibility of amending the CRS contract for additional services. Mayor Graham declared the regular session closed and the executive session open. City Attorney Haynes discussed legal matters with the Council.
