MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />November 22, 1982 <br />The City Council of the City of Paris met in special session Monday, <br />November 22, 1982 at 5:15 P. M. in the Council Room of City Hall. <br />Mayor Graham called the meeting to order with the following Council- <br />men present: W. C. Francis, Donald G. Wilson, and Gene McWaters, Jr. <br />Also present were Acting City Manager, H.*C. Greene, City Attorney, <br />T. K. Haynes, and Acting City Clerk, Joe N. McCollum. <br />Acting City Manager Greene and John Buss, I & I Step 2 Project Directors <br />discussed their trip to the Texas Department of Water Resources November <br />19, 1982 to seek their concurrent in amending the contract with CRS <br />Group Engineers for design and professional assistance in completing <br />Step II of the project. <br />Mr. Buss said the State was sympathetic to our plight and was willing <br />to cooperate in the matter under certain conditions. He. outlined a <br />plan to comply with the State requirements and requested authorization <br />to change the scope of work with CRS to allow for line design work <br />and supervision. <br />Councilman Francis suggested further discussion in executive session <br />because of legal aspects of the proposed contract change. <br />Councilman Williams and Councilman McGee entered the Council Chamber <br />and took their seat at the Council table. <br />Mr. Buss stated the original Facility Plan called for an activated <br />sludge treatment plant and now a trickling filter system is planned. <br />He said there was nothing is writting approving the change and he <br />felt there would be no problem with EPA on the matter, but suggested <br />a public hearing might be in order to present this and other changes <br />for public information. <br />Mayor Graham declared the regular session closed and the executive <br />session open. <br />The Council discussed amending the CRS contract. <br />Mayor Graham declared the executive session closed and the regular <br />session open. <br />Councilman Wilson made a motion to amend the contract with CRS Group <br />Engineers to provide assistance in the I & I Step 2 Project to provide <br />sewer line design and professional engineer to supervise city staff, <br />based upon furnishing of a line schedule of work for monitoring progress. <br />Councilman McGee seconded the motion which carried 4 ayes, 2 nays. <br />Councilman Francis and Councilman Williams voting nay. <br />With no further business to consider, the meeting adjourned. <br />JOE GRAHAM, MAYOR <br />ATTEST: <br />JOE N.
