4 2.1 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />_ February..12, 1979 <br />The Regular meeting-of the City Council of the City of Paris was held Monday, <br />February 12, 1979 at 7:00 P.M. Mayor Malone called the meeting to order with <br />the following Councilmen present. B. J. Burnett, Raymond Wunsch, Walter F. <br />Williams, George Fisher, Jr. �-:im Farris, David Philley. Also present were <br />City Manager, Robert W. Sokoll, City Clerk, H. C. Greene, and City Attorney, <br />T. K. Haynes. <br />Prayer was offered by Rev. Jimmy D. Newman. <br />Mayor Malone ask if there were any corrections to the minutes of previous <br />meetings furnished to the Council members. There being none, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be consideration <br />of recommendations made by the Planning and Zoning Corimission. <br />Mayor Malone declared the public hearing open on the petition of John Hutchings <br />for a change in zoning from a One Family Dwelling District No. 2 (SF-2) to a <br />General Retail District (GR) on Lot 15, City Block 296, located at 3315 Lamar <br />Avenue. <br />Mayor Malone called for proponents to appear and Mr. John Hutchings appeared <br />in his behalf stating that a ladies dress shop was proposed for the property <br />in question. <br />Mayor Malone called for opponents to appear and Mr. Anthony Athas appeared <br />before the Council stating that noise, lights, and other nuisances woulA <br />invade the residential area. Mr. Glenn Edwards appeared before the Council <br />in opposition stating that among other things there were no need for spot <br />zoning in this area. <br />Mayor Malone declared the public hearing closed. A motion was made by <br />Councilman Wunsch, seconded by Councilman Fisher to deny the requested zoning. <br />Motion carried 7 ayes, 0 nays. <br />Mayor Malone declared the public hearing open on the petition of Jerome Wright <br />for a change in zoning from a General Retail District to a General Retail District <br />and Specific Use Permit - Auto Laundry on part of Lot 29, City Block 249, located <br />on the north side of Clarksville Street east of Gibson's Store. <br />Mayor Malone called for proponents to appear and Mr. Jerome Wright appeared <br />stating that an Auto Car Wash was proposed for the property upon questioning <br />Mr. Wright stated that access to the property was by 50 foot easement batty -n the Pizza Property and the Cinema Theatre property. <br />Mayor Malone called for opponents to appear and none appeared, and the public <br />hearing was declared closed. A motion was made by Councilman Wunsch, seconded <br />by Councilman Williams to approve the zoning change. Motion carried 7 ayes 0 Nays. <br />
