Mr. Bob Alsobrook appeared before the Council asking that the City continue <br />its service as presently provided; that if private haulers were franchised <br />for mandatory service that some 30 private haulers would be out of business; <br />that some citizens can not afford the service. <br />Firs. D. -ris Perkins, 1112.E. Washington Street stated that she would. like to <br />remain with the private hacalers who gave back door pick up. <br />Fir. Barney King appeared before the Council stating that private haulers were <br />doing an excellent job, and that he desired the services to remain as is. <br />Rev. A. M. Seamon appeared before the Council stating that any change from the <br />present method kould.create a hardship on the black community, and that the <br />City owes it to the citizens to pick up trash. <br />Rev. M. B. Ellison appeared before the Council stating that 45 to 50 senior <br />citizens in his congregation would not be able to pay should the City go in <br />to a mandatory service. <br />Mr. Felix Gibson appeared before the Council stating that the City needed to <br />get into the business not out of it and recommended that if an agreement could <br />not be reached a referendum would be recommended. <br />Mr. Hardy Moore, Attorney appeared before the Council stating that he was <br />presenting himself not only as a professional but in a personal capacity <br />also, and questioned the City's concern in the matter. City 'tanager Sokoll <br />replied stating the City's concern is increased quanity of trash being picked <br />up which.was over taxing the Sanitation Department causing assignment of <br />Street Department personnel to Sanitation pick ups, there by crippling <br />street programs. <br />Mr. Gary Barolet, owner and general manager of the Southwest Sanitation <br />Company appeared before the Council stating that it was his opinion that <br />private Industries could do a better job and operate cheaper than the City <br />could in the Sanitation service. <br />Fir. Ed Siddle and Mr. Elmore Lohrey both appeared before the Council recommend- <br />ing that the trash and sanitation service remain as is. <br />Mayor Malone declared the public hearing closed., and advised that no action <br />would be taken on the matter at the present time, and that another public <br />hearing had been called for February 16th, 1979, 5 :15 P.M. <br />I <br />ayor Malone requested consideration of an Ordinance previously authorized <br />concerning loading zones. <br />ORDINANCE NO. 2432 <br />AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF <br />ORDINANCES, CITY OF PARIS, BE AMI MTDuD BY REVISING THE TRAFFIC LTG PARKING 14AP <br />ADOPTED IN PAR?GR1_PH (c) AND THS TRAFFIC PtT-, XT_NG MAP ADOPTED IN PARAGRAPH (b) <br />OF SECTION 29 -112 OF SAID CODE; ESTABLISH= THREE NO PARKING AREAS AND ONE <br />FIFTEEN (15) MINUTE LOADING ZONE ZOINE Otd THE TWIEST SIDE OF 3RD STREET S.
