s <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />February 1.6, 1973 <br />The special Council meeting of the City of Paris was held Friday February 16, <br />1979 at 5:15 P. M. Mayor Malone cared the meeting to order with the following <br />Councilman present. J. B. Burnett, Walter F. Williams, David Philley, Raymond <br />Wunsch. Also present were City Manager R. W. Sokoll, H. C. Greene, City Clerk, <br />City Attorney, T. R. Haynes. <br />Mayor Malone advised that the purpose of the special meeting was to conductwa <br />public hearing concerning the trash and garbage service within. the City limits <br />of Parise <br />Mayor Malone declared the public hearing open, and called for comments from <br />the audience. <br />Mrs. Eunice Felty appeared before the Council requesting that. City and private <br />service remain as is, and recommended the continuation of the $1.00 charge <br />for landfill service. Mr. Eugene Bostic appeared before the Council requesting <br />service to continue as is. Mr. Gary Crawford, 512 E. Cherry St. appeared before <br />the Council recommending service remain as is and recommending the elimination <br />of the $1.00 landfill charge. <br />Mr. Gary Barolet Owner and Manager of Southwest Sanitation Company appeared be- <br />fore the Council stating that private enterprise cam operate sanitation service <br />cheaper than the City; that Southwest Sanitation Company Mould contract with <br />the City to pick up one time weekly for $2.50 per month and guarantee that <br />rate one year. He further stated that it is his opinion that the City now <br />picks up 75% of the residential trash and advised that as long as the City <br />is in business it would be difficult for private enterprise to do business <br />at a reasonable price. <br />Mr, Hardy Moore representing a group of apartment owners appeared before the <br />Council stating that he was in favor of the proposals made in a document made <br />available by the Mayor to members of the audience and the City Council. In <br />summary the Mayor's recommendations were as follows: 1. City continue twice <br />monthly trash collection. 2. $1.00 charge on the water bill be removed. 3. <br />The charge at the landfill be removed for residential garbage and trash from <br />the City of Paris. 4. The City -Staff should analyze the present landfill and <br />collection operations to determine ways that efficiency can be increased and <br />costs can be brought down. 5. The City should investigate the employment of <br />any additional needed personnel through the GOMA and CETA programs. <br />Mr. Moore further stated that the group was not in favor of a monopoly and <br />suggested that an Ordinance defining trash and garbage be prepared and adopted. <br />Mr. Moore recommended that the anti- litter Ordinance now in effect should <br />be enforced, and stated that the City service is an essential service. <br />Air. Barney Bray, owner and operator of B & B Sanitation Service appeared before <br />the Council requesting clarification of the term residential service as referred <br />to in the llayor's recommendations. Ma�-or Malone advised that residential service <br />did include apartment complexes.- <br />
