MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />APRIL 2, 1979 <br />A special meeting of the City Council was held April 2, 1979, 3:30 P.N. Playor <br />Malone called the meeting to order with the following Councilman present: Billy <br />Joe Burnett, David Philley, Raymond S. Wunsch. Also present were Judge Brady <br />Fisher, County Commissioners Gene Buster & Jimmy Sparks, City Manager, Robert <br />W. Sokoll, City Attorney, T. K. Haynes and City Clerk, 11. C. Greene. <br />Mayor Maione announced that a joint meeting % -.as being held between the City <br />Council and the County Commissioners for the purpose of discussing the Funding <br />of the Paris Lamar County Health Unit. Dr. Joe Hillhouse, acting Director of <br />the Paris Lamar County Health Unit, appeared before the Council and commission <br />stating that the present funding was not sufficient-to cover the 1978 -79 budget <br />requirements of the Health Unit; that the City was contributing $4,868.00 per <br />month and the County $2,002.00 per month; that if the funding was to be on 60- <br />40 basis has had been customary in the years passed that the County contribution <br />should be $3,245.00 per month. <br />Dr. Hillhouse stated that addition help for the Health Unit was received from the <br />Region 7, State Health Department, through funding of Family Planning,. TB and <br />VD Programs amounting to approximately $49,190.00. <br />Dr. Hillhouse introduced Dr. Marietta Crowder, Director of Region 7, State <br />Department of Health. Dr. Crowder appeared before the Council stating that` <br />of the $103,000.00Region.7 budget that the City of Paris and Lamar County <br />Health Unit was receiving $49,190.00 for Family Planning programs and other <br />programs. <br />Councilman Walter Williams and George Fisher entered the Council chambers and <br />assumed their seats at the council table. <br />Mr. W. C. Pursiful Sanitarian, Lamar County Health Unit appeared before the <br />Council and stated that CETA employees had assisted the Health Unit in its <br />financial operation and had in fact created some fund balance. <br />After discussion by the Council and the Commissioners, it was generally agreed <br />that further meetings by the joint committees would be in order to discuss the <br />funding of the Health Department as well as to attempt to come to an agreement <br />as to future funding with a goal of a formal contract between the County and City. <br />There being no further business, the meeting adjourned. <br />MICHAEL E.
