MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />June 27, 1977 <br />A special meeting of the City Council was held on June 27, 1977 at 5:15 P. M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present: <br />George Fisher, Jr., Michael Malone, David Philley, Walter F. Williams, and Raymond <br />Wunsch. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, <br />and City Clerk H. C. Greene. <br />Mayor Brunette announced that the first order of business would be -the consideration <br />of an ordinance establishing a Judicial Department for the City of Paris. <br />Ordinance No. 2336: <br />"AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT <br />THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY ADDING A <br />CHAPTER TO BE NUMBERED 15 --1/2; PROVIDING FOR THE ESTABLISHMENT <br />OF THE'JUDICIAL DEPARTMENT OF THE CITY OF PARIS; AND PROVIDING <br />FOR AN EFFECTIVE DATE OF JULY 1, 1977° <br />was presented. A motion was made by Councilman Malone and seconded by Councilman <br />Fisher for the adoption of the ordinance. The motion carried: 6 ayes, 0 nays. <br />Mayor Brunette announced that the next order of business would be consideration of <br />the appropriation ordinance adopting the financial plan of the City of Paris for the <br />fiscal year beginning July 1, 1977 and ending June 30, 1978. <br />Ordinance No. 2337: <br />"AN ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR <br />BEGINNING JULY 1, 1977, AND ENDING JUNE 30, 1978, IN ACCOR- <br />DANCE 14ITH THE CHARTER OF THE CITY OF PARIS, APPROPRIATING <br />THE VARIOUS AMOUNTS THEREOF AND REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT THEREWITH." <br />was presented. A motion was made by Councilman Wunsch and seconded by Councilman <br />Williams for the adoption of the ordinance. The motion carried: 5 ayes, 1 nay, <br />Councilman Philley voting nay. <br />City Manager Sweatt presented a request from J. S. Maple for water and sewer service <br />outside the city limits on U. S. 271 North, north of McCuistion Hospital property.. <br />City Manager Sweatt explained that the policy of the City was such that sewer ser- <br />vice was not normally granted without annexation and that Mr. Maple had requested <br />annexation of his property and requested the water and sewer service during an in- <br />terim period until annexation proceedings could be adopted. After discussion, a <br />motion was made by Councilman Williams and seconded by- Councilman Wunsch authorizing <br />interim water and sewer service . to the.property while annexation proceedings were <br />taking place.
