MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL June 27, 1977 A special meeting of the City Council was held on June 27, 1977 at 5:15 P. M. Mayor James M. Brunette called the meeting to order with the following Councilmen present: George Fisher, Jr., Michael Malone, David Philley, Walter F. Williams, and Raymond Wunsch. Also present were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk H. C. Greene. Mayor Brunette announced that the first order of business would be -the consideration of an ordinance establishing a Judicial Department for the City of Paris. Ordinance No. 2336: "AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY ADDING A CHAPTER TO BE NUMBERED 15 --1/2; PROVIDING FOR THE ESTABLISHMENT OF THE'JUDICIAL DEPARTMENT OF THE CITY OF PARIS; AND PROVIDING FOR AN EFFECTIVE DATE OF JULY 1, 1977° was presented. A motion was made by Councilman Malone and seconded by Councilman Fisher for the adoption of the ordinance. The motion carried: 6 ayes, 0 nays. Mayor Brunette announced that the next order of business would be consideration of the appropriation ordinance adopting the financial plan of the City of Paris for the fiscal year beginning July 1, 1977 and ending June 30, 1978. Ordinance No. 2337: "AN ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING JULY 1, 1977, AND ENDING JUNE 30, 1978, IN ACCOR- DANCE 14ITH THE CHARTER OF THE CITY OF PARIS, APPROPRIATING THE VARIOUS AMOUNTS THEREOF AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH." was presented. A motion was made by Councilman Wunsch and seconded by Councilman Williams for the adoption of the ordinance. The motion carried: 5 ayes, 1 nay, Councilman Philley voting nay. City Manager Sweatt presented a request from J. S. Maple for water and sewer service outside the city limits on U. S. 271 North, north of McCuistion Hospital property.. City Manager Sweatt explained that the policy of the City was such that sewer ser- vice was not normally granted without annexation and that Mr. Maple had requested annexation of his property and requested the water and sewer service during an in- terim period until annexation proceedings could be adopted. After discussion, a motion was made by Councilman Williams and seconded by- Councilman Wunsch authorizing interim water and sewer service . to the.property while annexation proceedings were taking place.
