BRUNETTE <br />ATTEST- F!- C_ Greene, City Clerk <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />January 17, 1977 <br />A special meeting of the City Council was held on January 17, 1977 at 7:00 P. M. <br />layor Pro --Tem Ben Hinds called the meeting to order with the following Councilmen <br />present: George Fisher, Jr., David Philley, Freddie Swaim, Jimmy Don Stone, and <br />Walter F. Williams. Also present were City Manager K: R. Sweatt, City Attorney <br />T. K. Haynes, and City Clerk H. C. Greene. <br />Mayor Pro -Tem Hinds requested City Manager Sweatt to review recommendations made by <br />the committee appointed to study landfill charges and whose recommendations were <br />made at the last .regular Council meeting. City Manager Sweatt. reminded the Council <br />of the 4 recommendations made,.which were as follows: <br />1. -That a-charge of 70�.per cubic yard be established as the deposit <br />fee for each cubic yard'del.ivered to the landfill site for the <br />purpose of defraying a portion of the operating cost to dispose <br />of such material. <br />2. That a charge of.$1.00' per water.meter account per month with an <br />additional charge based on overall city occupancy rate per living <br />unit for multi- family accounts.be established as a service fee to <br />defray portions of the capital and-renovation costs associated <br />with maintaining fill sites in accordance with federal and state <br />regulations. <br />3. That current regulations.relating to commercial hauling vehicles <br />be amended to allow.the use of tarpaulins as cover in addition to <br />the present means. <br />4. That an ordinance be prepared.to require secure covering of all <br />garbage trash, etc., while in transit to apply to all garbage, <br />trash hauling by individuals or firms. <br />Mayor Pro -Tem Hinds declared.the public hearing open concerning-the landfill charges <br />as well as amendments to the sanitation ordinances regarding use of tarpaulins for <br />coverage of sanitation trucks. <br />Mr. Bob McCarley, owner of Paris Lumber Company, appeared before the Council ob- <br />jecting to the proposed 70t per cubic yard landfill charge to all citizens entering <br />the Sanitary Landfill, stating that the charge will not encourage citizens to use <br />the landfill; that the charge would be an additional cost and burden-to businesses <br />using the landfill; and that the cost of the Sanitary Landfill should be budgeted . <br />and payed for from tax dollars, including tax increase if necessary to fund pro- <br />jected cost. <br />Mr. Si Weiler appeared before the Council, objecting to the Sanitary-Landfill <br />charges, stating that it was a- double tax on apartment buildings.- Mr. 14eiler <br />stated that he appeared as owner of the Weiler Apartments and manager of the Sharon <br />and Capri Apartments. <br />Mr. Charles Neeley appeared before the Council in behalf of Campbell Soup Company, <br />stating that the Campbell Soup Company had an interest in the matter but voicing no <br />objections. <br />
