City Manager Sweatt presented a petition from property owners on 1•!est Kaufman Street between 28th Street SU and 29th Street SW for paving on an assessment basis. fir. S%geatt advised that 83% of the property owners, owning 83% of the property had signed the petition and also advised that the total project cost was estimated to be at $7,267.00 with property owners share of $4,689:82 -and City cost of $2,577.00. The city manager recommended-that the Council receive the request and proceed with development of the project as an assessment program. A motion was made by Councilman Williams and seconded by Council- man Hinds for the adoption of the ordinance. The motion carried: 7 ayes, O nays. Mayor Brunette called for a report from Hayter Engineering Co. consultants em- ployed to perform a water and sewer rate study. City Manager Sweatt advised that Mr. Robert Hayter was out of the City and that a letter had been prepared by Mr. Hayter. City Manager Sweatt read the letter to the Council, which stated, in part, that the rate increase for water and sewer service could be as much as $778,000.00 increase over present income and stated that he would have a further preliminary report to present to the Council at an early date. Mayor Brunette appointed the Council as a whole as a committee to study recom- mendations of the Hayter Engineering Co. on the water and sewer rate study and called for a committee meeting for 7:00 P. M., February 21, 1977, to receive pre- liminary figures from the engineering firm. Resolution No. 1787, re- appointing Homer Thornton and Victorene Younq to serve as members of the Planning and Zoning Commission for a period of three years beginning —
