970 <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />April 25, 1977 <br />A special meeting of the City Council was held on April 25, 1977 at 7:-00 P. M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present: <br />-- George Fisher, Jr., David Philley, Michael Malone, David Philley, Walter F. Williams, <br />and Raymond Wunsch. Also present were City Ptanager K. R. Sweatt, City Attorney T. K. <br />Haynes, and City Clerk H. C. Greene. <br />City Judge Cedric Townsend administered the oath of office to Councilman David Philley, <br />Mr. Philley having been absent at the charter called meeting on April 13, 1977. <br />Mayor Brunette announced that the purpose of the special meeting was for the intro- <br />duction of annexation ordinance for a portion of the Morningside Estates Addition. <br />Annexation Ordinance: <br />"AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY <br />LIMITS OF THE CITY OF PARIS, PARIS, TEXAS, AND THE ANNEXATION <br />OF CERTAIN TERRITORY CONSISTING OF 27.68 ACRES, MORE OR LESS, <br />°WHICH IS LESS THAN TEN PER CENT (10 %) OF THE TERRITORY INCLUDED <br />WITHIN ITS PRESENT CITY LIMITS, WHICH SAID TERRITORY LIES ADJACENT <br />TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF THE CITY OF PARIS, <br />PARIS, TEXAS, AND PROVIDING ZONING FOR SAID TERRITORY." <br />was presented. Mayor Brunette advised that no action was necessary on the annexation <br />ordinance. <br />Mayor Brunette declared the public hearing open and continued on the request of Texas <br />Power & Light Company for a rate increase. <br />Mayor Brunette called for any comments from citizens present in the audience, and Mr. <br />Leon Williams appeared before the Council submitting petitions against the rate in- <br />crease as follows: <br />TO THE MEMBERS OF THE CITY COUNCIL, CITY OF PARIS: <br />" WE, the undersigned citizens of the City of Paris Texas, and <br />customers of Texas Power & Light Co., want to protest the 34% <br />increase in electric utility rates requested by Texas Power & Light <br />Co., since this would amount to an increase in electric utility <br />bills for the citizens of Paris in the amount of $3,827,000, <br />and an average increase for -each residential customer in the <br />City of Paris of $93.13 per year." <br />One hundred sixty -six names appeared on the petitions. <br />City Attorney Haynes presented a report of his and Director of Finance Greene's <br />attendance in Waco on April 15, 1977 conducted by Touche -Ross, consultants employed <br />to study the Texas Power & tight Company rate increase request.. <br />City Manager Sweatt reported on his meeting with the Public Utility Commission on <br />this date, April 25, 1977, and their decision to grant Texas Power & Light Company <br />'—' a rate increase which would generate $58,242,508.00, and advised that. the Public <br />Utility Commission had given guidelines on the construction of a rate book, such rate <br />book to be presented within 20 days from date. <br />Resolution No. 1803, resolving that Texas Power & Light Company is entitled to a <br />rate increase in revenues amounting to $58,242,508.00 and granting the rate increase <br />effective immediately and to be reflected on bills rendered after May 31, 1977, was <br />presented. A motion was made by Councilman Wunsch and seconded by Councilman Williams <br />for the adoption of the resolution. A poll of the Council showed '5 ayes, 1 nay, Coun- <br />cilman Malone voting nay. <br />
