9 -7J <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />May 31., 1977 <br />A special meeting of the City Council was held on May 31, 1977 at 5:15 P. M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present: <br />George Fisher, Jr., Michael Malone, David Philley, and Raymond Wunsch. Also pre- <br />sent were City Manager K. R. Sweatt, City Attorney T. K. Haynes, and City Clerk <br />H. C. Greene. <br />Mayor Brunette announced that the special Council meeting was called for the purpose <br />of the city manager to present the proposed budget for the fiscal year beginning <br />July 1, 1977 and ending June 30, 1978. <br />City Manager Sweatt presented the proposed budget of the five funds, including the <br />General Fund, Water and Sewer Fund, Airport Fund, Revenue Share Fund, and Anti - <br />recession Fiscal Assistance Fund and requested a public hearing be called on the <br />proposed budget. After discussion, a motion was made by Councilman Wunsch and se- <br />conded by'Counciiman Malone to call the public hearing for Tuesday, June 7, 1977 at <br />7:00 P. M. The motion carried: 5 ayes, 0 nays. <br />City Manager Sweatt presented the final plat of Cherry Lane Estates and advised the <br />Council that the Planning and Zoning Commission had recommended approval subject to <br />compliance with the exceptions noted in the Director of Public Works` memorandum <br />dated May 31, 1977. <br />Mr. A. 1.1. Clem appeared before the Council . in behalf of the sub - divider, stating <br />that all exceptions will be taken care of by 8:00 A. M., June 1, 1977. A motion was <br />made by Councilman Fisher and seconded by Councilman Wunsch to approve the final plat <br />of the Cherry Lane Estates subject to the requirements of the Director of Public <br />Works. The motion carried: 5 ayes, 0 nays. — <br />City Manager Sweatt presented a request from Mr. Sam Gentle for water service in the <br />"gray area" on FM 79 and recommended approval. A motion was made by Councilman <br />Wunsch and seconded by Councilman Fisher to approve the request for the water ser- <br />vice. The motion carried: 5 ayes, 0 nays. <br />City Manager Sweatt presented a request from Mr. John W. Martin for a temporary per- <br />mit for placement of a mobile home at 1436 W. Shiloh Street. After discussion, a <br />motion was made by Councilman Wunsch and seconded by Councilman Malone to approve <br />the request. The motion carried: 5 ayes, 0 nays. <br />Mayor Brunette announced that the Council would go into executive session. City <br />Attorney Haynes discussed litigation against the City of Paris concerning drainage <br />structures. <br />Mayor Brunette declared the executive session closed, and the regular session open. <br />Mayor Brunette appointed a committee composed of Councilman Malone and Councilman <br />Wunsch to study the need for the establishment of a Judicial Department. <br />City Attorney Haynes advised that discussion was had in the executive session con- <br />cerning A drainage structure and effect upon its property owners and advised that it <br />would be appropriate for the item to be placed on the next agenda. A motion was <br />made by Councilman Malone and seconded by Councilman Fisher to place the drainage <br />structure recommendation by the city attorney on the next regular agenda. The mo- <br />tion carried: 5 ayes, 0 nays. <br />
