MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />June 7, 1977 <br />A special meeting of the City Council was held on June 7, 1977 at 7:00 P. M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present: <br />George Fisher, Jr., Michael Malone, David Philley, Walter F. Williams, and Raymond <br />Wunsch. Also present were City Manager K. R. Sweatt, City Attorney T. J. Haynes, and <br />City Clerk H. C. Greene. <br />Mayor Brunette called for a report from the Council committee appointed to study and <br />make recommendations as to the establishment of a Judicial Department. Councilman Ma- <br />lone, chairman of the committee, recommended that a Judicial Department be established <br />in the City of Paris with personnel composed of the City Judge and the Municipal Court <br />Clerk. Councilman Wunsch, second member of the committee, did not concur in the recom- <br />mendation and questioned a part -time department head. Mayor Brunette then appointed <br />a third member of the committee, that being Councilman [falter Williams, and requested <br />tht� committee to give the establishment of a Judicial Department further consideration <br />and make recommendations at a future Council meeting. A motion was made by Councilman <br />Williams and seconded by Councilman Malone to call for a public hearing concerning <br />the Judicial Department and the proposed budget for the fiscal year beginning July 1, <br />1977 for Tuesday, June 14, 1977 at 7:00 P. M. The motion carried: 6 ayes, 0 nays. <br />Mayor Brunette called for City Manager Sweatt.to brief the Council on the proposed <br />budget, and the city manager summarized the budget for the fiscal year 1977 -78. <br />Councilman Malone suggested that Civil Service employees' payment for services be <br />started at $50.00 per month and increased to $800.00 per month after one year of <br />service and to $850.00 per month at the end of 18 months service. Councilman Malone <br />further suggested that 10% increase in salaries be given to non -Civil Service em- <br />ployees with salaries below $610.00 per month and that 5% increase be given to those <br />above the $610.00 per month level. Councilman Malone further suggested that $100,000.00 <br />be taken out of the General Fund Storm Drainage Account shown in the proposed budget - <br />Account No. 406 -Y -6 - Street Department, and that $25,000.00 be deleted out of the <br />Parks Department for the renovation and improvements of Wise Field. <br />Mayor Brunette declared the public hearing open on the proposed budget for the fiscal <br />year beginning July 19 1977 and called for interested citizens to comment. <br />Mr. Del Drake appeared, stating that the Police Department lower echelon needs more <br />salaries than the proposed budget and suggested an $850.00 per month salary for pa- <br />trolmen. <br />Mr. A. 14. Clem appeared and stated that he was appearing merely as a tax - paying citi- <br />zen and also stated that salaries of patrolmen should begin at $720.00 per month and <br />within 3 years should be at the $900.00 to $1,000.00 per month level. <br />Mrs. Jackie Roden appeared in behalf of the Lamar County Child Development program <br />and requested $2,000.00 in the next fiscal year's budget to fund that program. <br />Mrs. Elvis Gaines appeared and recommended that street improvements be made in the <br />black community and that renovation be made at Record and Johnson Street Park. <br />Mrs. C.
