L Direction and Control. City Manager <br />425 <br />1) Primary responsibility for this function is assigned to the City Manager, <br />who will prepare and maintain Annex N (Direction & Control) to this plan <br />and supporting SOP'S. <br />2) Emergency tasks to be performed include: <br />a) Direct and control our local operating forces. <br />b) , Maintain coordination with neighboring jurisdictions and the Disaster <br />District in Garland, Texas. <br />c) Maintain the EOC in an operating mode or be able to convert the <br />designated facility space into an operable EOC.rapidly. " <br />d) Assigns representatives, by title, to report to the EOC and develops <br />procedures for crisis training. <br />e) Develops and identifies the duties of the staff, use of displays and <br />message forms, and procedures for EOC activation. <br />f) Coordinates the evacuation of areas at risk. <br />j. Hazardous Materials & Oil Spill. Paris Fire Department <br />1) The primary responsibility for this function is assigned to the Paris Fire <br />Department, who will prepare and maintain Annex Q (Hazardous Material <br />& Oil Spill Response) to this plan and supporting SOP'S. <br />2) Emergency tasks to be performed include: <br />a) In accordance with OSHA regulations, establish ICS to manage the <br />response to hazardous materials incidents. <br />b) Establish the hazmat incident functional areas (e.g., Hot Zone, cool <br />zone, Cold Zone, etc.) <br />c) Determine and implement requirements for personal protective <br />equipment for emergency responders. <br />d) Initiate appropriate actions to control and eliminate the hazard in <br />accordance with established hazmat response guidance and SOP'S. <br />e) Determine areas at risk and which public protective actions, if any, <br />should be implemented. <br />f) Apply appropriate firefighting techniques if the incident has, or may, <br />result in a fire. <br />g) Determines when affected areas may be safely reentered. <br />28 <br />Ver 1.10 <br />08/03 <br />
