00075 t Regular City Council Meeting July 14, 2008 Page 5 DISPOSAL OF BUILDINGS 1 -4 AT THE CASA BONITA APARTMENT COMPLEX LOCATED AT 7TH STREET NW AND HENDERSON STREET IN THE CITY OF PARIS TO CHERRY MOVING COMPANY, INC. D /B /A CHERRY DEMOLITION, THE LOWEST RESPONSIBLE BIDDER; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. Lisa Wright informed City Council that advertisement forbids were placed in the Paris News on June 1 and June 8, and that bids were opened July 8. Ms. Wright further said thirteen packets were picked up by potential bidders and only three were submitted. Based on review of the bids, staff recommended that Cherry Demolition be awarded the bid for this project in the amount of $70,275.00 for demolition of the four buildings, with wetting of debris being performed by the bidder. Council Member Pickle expressed a desire to explore bidding the other buildings and including the possibility of a recycling program and residential trash pick -up. Council Members Brown and McCarthy did not want trash privatization considered with the demolition of Casa Bonita. Council Member Biard wanted to know what action staff had taken about the four buildings that the City did not own. Lisa Wright said they had not been able to locate the owner; however the staff was in the process of pursuing options on those buildings. Council Member Biard said he wanted to get the four buildings down and re -bid the remaining eighteen buildings. A Motion to award the bid to Cherry Moving Company, Inc. D/B /A Cherry Demolition and to re -open bids for the remainder of the buildings was made by Council Member Biard and seconded by Council Member Kear. Motion carried, 6 ayes - 1 nay, with Council Member McCarthy casting the dissenting vote. 14. ORDINANCE NO. 2008-020: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING THE MORATORIUM ON THE ISSUANCE OF PERMITS FOR THE CONSTRUCTION, RECONSTRUCTION, AND PLACEMENT OF BILLBOARDS AND OFF - PREMISES SIGNS WITHIN THE CITY LIMITS OF THE CITY OF PARIS, TEXAS FOR A PERIOD OF THIRTY (30) DAYS FROM AND AFTER JULY 18, 2008; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Biard and seconded by Council Member Brown. Motion carried, 7 ayes - 0 nays. 15. RESOLUTION NO. 2008-053: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPOINTING MEMBERS TO VARIOUS CITY OF PARIS BOARDS AND COMMISSIONS IN ACCORDANCE WITH THE POLICIES AND PROCEDURES FOR STANDING BOARDS, COMMISSIONS AND COMMITTEES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
