RESOLUTION NO. 2008-009: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR A 2008 HOMEBUYER ASSISTANCE PROGRAM GRANT, HOME /AMERICAN DREAM DOWNPAYMENT INITIATIVE (ADDI) AWARD; DESIGNATING THE AMOUNT OF MATCHING FUNDS AND CASH RESERVES; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Biard and seconded by Council Member Fisher. Council Member Wilson inquired if this item was similar to Eastgate and Kevin Carruth said it was not. Lisa Wright stated it was a grant similar to Paris Living and was very positive for Paris. Motion carried, 6 ayes - 0 nays. 10. Discussion and possible action on procedures, qualifications, and appointment of a Lake Pat Mayse Study Committee. A Motion to approve this item was made by Council Member Wilson and seconded by Council Member Biard. Mayor Freelen brought to the attention of Council he had a conversation with Mrs. Strom, who is a teacher for the honor society and the problem solving coach at Paris High School. He stated that Mrs. Strom was willing to meet with the Council to give them direction in problem solving and what qualifications were necessary to form this study committee. Council discussed the number of members, the number of ex- officio members and the possibility of an alternate. It was a consensus of Council to schedule a work session for Thursday, February 14`h from 4:00 to 5:30 p.m. Kevin Carruth confirmed that at the second regular meeting in February each Council Member would bring two names to be submitted for selection of the Committee. Mayor Freelen said each Council Member would have one appointment and the other four would be selected by a vote of the total Council. A vote was not taken, because there was no action. 11. Discussion and action on establishment of car allowances for certain positions. Council Member Wilson said there were no support documents for items 11,12 and 13 in the packet.
