00' 703 <br />It was consensus to accept the changes as written in Draft #3. <br />Next, Chairman Wilson moved to the following items on page 30: <br />(17) Holiday signs and decorations. It was a consensus to accept the changes as written <br />in Draft #3. <br />(18) Signs on persons or animals. It was a consensus to accept the changes as written in <br />Draft #3. <br />(19) Flags, or emblems of a government or of a political, civic, philanthropic, educations <br />or religious organization, when displayed on private property. <br />Section 28 -40. Fees. <br />(5) Billboards. It was a consensus to accept the changes as written in Draft #3. <br />(6) Variances. It was a consensus to accept the changes as written in Draft #3. <br />Section 28 -42. Permit to alter, repair, enlarge, etc. <br />(4)(d) Staff is to research state law restrictions and bring this back to the Task Force. <br />Section 28 -44. Appeals, variances and special exceptions. <br />It was a consensus to accept this section as written in Draft #3. <br />Chairman Wilson moved to the item regarding cloud buster balloon and air devices on page <br />two. Lisa Wright explained the reasons for deleting this section. The Task Force discussed limiting <br />the cloud buster balloons or allowing them under the section dealing with temporary signs, as <br />opposed to prohibiting them. There was discussion about restrictions being a burden on the staff, <br />because they will have to monitor the action. A Motion to allow cloud buster signs under temporary <br />signs restricting them to four times a year for fifteen days each time was made by Bee Garmon and <br />seconded by John House. The Motion carried, 6 ayes - 3 nays, without Jim Lassister, Don Taylor <br />and John Fuston casting the dissenting votes. <br />28 -10.1 Temporary or portable signs. <br />Citizen Steven Foster, 1725 Anderson Road, opposed restrictions recommended by the Task <br />Force, because he said it hurt small businesses. <br />Lisa Wright continued explaining the changes in Draft #3.
