Fire Service Committee <br />July 15, 1999 <br />Page 2 <br />shrunk, Station 1 response zone has shrunk some, and the east side has shrunk <br />considerably. <br />Station 2, as proposed would cover to the Reno city limits and beyond Reno to Paris <br />territory east of Reno, also covering area out FM 195. Station 4 would cover the <br />southern reaches of the city and out to the airport. This is a big area, but contains <br />little in the way of fire hazards, not being a heavily built upon area and the proposed <br />location has very good access. The station locations proposed maintain close <br />proximity to major built upon areas and fire hazards, with the fringe areas farther <br />away, but still having good response times. <br />Mr. Neece presents to the committee a map of current response areas in the present <br />three station alignment and compares it with the four station alignment with the <br />proposed response zones illustrated. He shows committee that proposed four <br />station configuration will put stations closer to where they need to be. He states that <br />on a structure fire, the department responds with two engines. We now have <br />computer aided dispatch which will allow us to list the first, second, and third out <br />engine for each fire location in order to get the best response- these will be <br />programed in. The new configuration will shrink districts so we will have better <br />response times, the trucks will be quicker to arrive. He points out that if we don't <br />maintain response times, then other structures will become involved because they <br />are so close together, unlike sparsely populated areas. For this reason, we must <br />place stations carefully. <br />The rationale as to why the stations are so placed is to maintain and provide better <br />service for all citizens of Paris, to keep a favorable ISO rating, and to keep a <br />favorable PPC code. Whether we can improve the PPC code or not, the new station <br />placement and staffing will save the citizens of Paris money. He states that if we <br />don't do go forward with the plan, then we will deteriorate. <br />Chairman Manning remarks that we are looking to future and it can be seen that the <br />zig -zag pattern of station placement can be used to place stations for future needs. <br />Deputy Chief Neece, using the map, shows why west side is properly located. He <br />states that the station may move to the Loop in twenty years if growth occurs and <br />that with this pattern another station can be added very easily. Other that the <br />possibility of moving west side in the future, these sites will still be needed. The <br />station sites have been provided to the committee and the council by staff based on <br />their years of experience. With this plan, the locations will be well usable years into <br />the future. The present station placement was based on 1963 city limits, which were <br />much smaller than today, all within the Loop.
