6 Consideration of and action on the Final Plat of Lot 1, Block A, Paris Lakes Medical <br />Center LLC Addition 346, located at 2675 SE 41" Street. <br />Shawn Napier reviewed the final plat with commissioners. Motion was made by John Lee, <br />seconded by Barney Bray to approve the final plat, subject to the City Engineer's <br />recommendations. Motion carried 5 -0. <br />7. Discussion and possible action regarding the creation of a new use for a flea market and <br />considering appropriate zoning district(s). <br />Shawn Napier, City Engineer presented the request from Mr. Allen Hughes for the creation <br />of a new use for a flea market and considering the appropriate zoning district(s). Mr. <br />Napier stated that Mr. Hughes is in the process of purchasing the old Oliver Rubber and <br />Superior Switchboard properties located on N.W. Loop 286. Mr. Hughes would like to <br />clean up the properties and create a flea market similar to Canton, Texas or Traders <br />Village. Mr. Hughes submitted two letters stating that he would like to have a flea market, <br />auction house, private party rental /open building, benefit fund raisers, car shows, light <br />manufacturing, paid parking, restaurant, private club & steakhouse, and storage <br />building/warehouse at this location. Mr. Napier stated that staff has reviewed the possible <br />uses and matched some of them with already listed uses. The first two are not listed. One of <br />the listed uses in the zoning ordinance is "fairground or Exhibition Area" which could <br />encompass the private party rental /open building and car shows. The other items are listed <br />in the zoning ordinance. The common denominator to these items is Light Industrial (LI) <br />and Planned Development (PD). Staff recommends that a new use be created in the zoning <br />ordinance for a Flea Market that would be allowed in a Light Industrial District (LI) with a <br />Specific Use Permit (SUP) or in a Planned Development District (PD). This would give <br />City Staff, Planning and Zoning Commission and City Council more control over what was <br />allowed or not allowed in the zoning district. Staff does not recommend allowing vehicle or <br />large equipment auctions under this proposed use. Dr. Jerry Akers asked it this wouldn't <br />be like the flea market we have now. Mr. Napier stated we have placed a definition for a <br />flea market, it would be defined as an outdoor or covered market at a location at which <br />booths or similar spaces are rented or otherwise made temporarily available to two or more <br />people and at which the persons offer tangible personal property for sale. Outdoor auctions <br />are not permitted under this use. Mr. Hughes stated he is planning on cleaning the Oliver <br />Rubber property up and starting with an open area flea market. The plan is to build a new <br />structure on the Oliver Rubber property and make this flea market have a nice clean <br />atmosphere. The Superior Switchboard property is mainly going to be parking due to the <br />access off the loop. The Planning and Zoning Commission had concerns about the traffic <br />flow on the loop. Mr. Hughes stated that he picked this location for the access point off the <br />loop and the cross over, plus he would have access off of 19th Street if needed. Billy <br />Trenado asked if he is planning on using the existing buildings at these locations. Mr. <br />Hughes stated both structures need a new roof and the switchboard property the office <br />space is the only thing that can be used right now due to equipment that needs to be <br />
