removed. Mr. Hughes stated he has been looking for a location to do something like this for <br />several years and he believes this would be a wonderful location for a flea market. Motion <br />was made by Barney Bray, seconded by John Lee to create a Flea Market use that will be <br />allowed in Planned Development (PD) zoning and Light Industrial (LI) zoning with a <br />Specific Use Permit (SUP). Motion carried 5 -0. <br />8. Discussion and possible direction to the city staff regarding the mobile <br />home /manufactured home zoning ordinance. <br />Shawn Napier, City Engineer stated the current zoning ordinance allows mobile homes to <br />be placed in a One - Family Dwelling District (SF -3) with a Specific Use Permit (SUP). It <br />allows a Modular Home to be placed in almost every zoning district except the two <br />industrial zoning, Public Lands & Institutions (PLI) and Expressway Service Station <br />(ESS). It also includes a Mobile Home Subdivision that is allowed in One - Family <br />Dwelling Districts (SF -3) and a Mobile Home Park that is allowed in Light Industrial (LI) <br />zoning. The difference between a Mobile Home Park and a Mobile Home Subdivision is <br />the lot. A Mobile Home Park is a single lot with one owner and a Mobile Home <br />Subdivision consist of multiple lots similar to a single family subdivision. Joey Sleeper, <br />Building Official stated the term we use for a mobile home is an archaic term; mobile <br />homes have not been legal since 1976. The current ordinance does not follow the <br />definitions set out in federal and state law for mobile home and modular home. One option <br />to correcting this problem would be to delete the two listings of Modular Home and Mobile <br />Home. Change the word Mobile in Mobile Home Park and Mobile Home Subdivision to <br />HUD -code manufactured. Also, only allow a HUD -code manufactured Park or <br />Subdivision in Light Industrial (LI) zoning with a SUP. Delete Specific Use Permit #39 <br />(Mobile Home). This would only allow HUD -code manufactured homes in these two uses <br />and not allow a single mobile home to be place in any zoning district. The current Future <br />Land Use Plan (FLUP) has designated three areas for Manufactured Housing. The <br />Planning and Zoning Commission has concerns regarding the appearance, cleanliness and <br />location of the manufactured homes. <br />9.
