Item No. 16 <br />memorandum <br />TO: City Council <br />John Godwin, City Manager <br />FROM: Shawn Napier, P.E., Director of Engineering, Planning & Development <br />SUBJECT: BID AWARD FOR CONTRACT B2 OF THE 2013 CIP <br />DATE: April 21, 2015 <br />BACKGROUND: The City of Paris sold bonds in the amount of 35- million dollars in 2013 to <br />fund infrastructure replacements. This will be the third bid awarded and includes water and <br />sewer line replacement projects in West Paris. AECOM's opinion of probable cost for the base <br />bid was $3,750,000. The projects for Contract B2 include the following: <br />1. 28th NW, 29th NW, 30' NW, 3l ; NW, 32nd NW and 33' NW Streets between Bonham <br />St. and Graham St. — water and sewer <br />2. Bonham Street between Loop 286 and 13th SW Street — water only <br />3. 28th NW Street starting at Graham St. and going north for 1,300 - feet — sewer only <br />STATUS OF ISSUE: The City received two bids for Contract B2. AECOM's recommendation <br />of award and bid tabulation is attached. The low bid was from Pittard Construction Co. in the <br />amount of $2,998,470.00. The bid included two alternate bids to cover the entire street width <br />after the utilities have been installed. The first alternate included a Type `F' hotmix asphalt; the <br />2nd alternate was for microsurfacing. City staff, along with AECOM, recommends adding bid <br />alternate ALT -02 ($43,500.00). This addition would bring the proposed contract up to <br />$3,041,970.00. <br />BUDGET: This will be funded from the 35- Million Dollar Bond. <br />RECOMMENDATION: Award a bid for Contract B2 to Pittard Construction Co. in the amount <br />of $3,041,970.00. <br />
