Motion was made by Ben Vaughan, seconded by Sally McEwin to accept <br />Robert Talley's recommendation. Motion carried unanimously. 6 -0 <br />G. 645 E Polk, Gibbons Park, Block 2, Lot 17 <br />Owner: Geraldine Brackeen 3904 Buchanan Road Texarkana, TX 75501 <br />Back Taxes Owed: $1832.91 <br />Robert Talley spoke with Ms. Brackeen's granddaughter and Ms. Brackeen lived <br />in Clarksville but has moved to Texarkana and is staying with the granddaughter <br />due to health problems. They asked for 90 days to come up with a plan because <br />Ms. Brackeen's accounts are frozen due to fraud. The Brackeen's agree the <br />structure needs to be demo'ed. Robert Talley stated that the structure is leaning, <br />siding is falling off, it has deteriorating and rotting wood, ceiling tiles inside are <br />falling, it's leaking inside, unsecure, windows are broke, under pinning is popping <br />off, it's sinking and the roof is sagging. <br />Robert Talley's recommendation: 90 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. 10 days to secure <br />the structure of the City of Paris will secure it. <br />Motion was made by Wendell Moore, seconded by Chad Lindsey to accept <br />Robert Talley's recommendation. Motion carried unanimously. 6 -0 <br />4. Code Enforcement Update <br />Nine properties were brought before the Commission in March 2015. <br />Four structures were demolished in March 2015. <br />The Commission wanted to know how much money was still in the demolition budget. <br />Robert Talley stated that we are still operating but at the end of the $400,000 the City <br />Council budgeted for demo. <br />The Fire Chief Larry Wright stated that the City Manager instructed our department to <br />continue going forward on our demo list. He also informed the council that the Kammer's <br />lost their appeal on their structure on South Main. The cost is estimated at $400 -450 <br />thousand to tear the structure down. This structure will sit for a while due to the cost. <br />Robert Talley explained that the weather is slowing us down. <br />5. Future agenda items. <br />6. Adjournment <br />Motion was made by Chad Lindsey, seconded by Wendell Moore to adjourn the <br />meeting at 3:59pm. <br />
