Public hearing was declared closed. <br />Motion was made by Mike Folmar, seconded by John Lee to approve the petition. Motion <br />carried 5 -0. <br />7. Discussion and possible direction to the city staff regarding the mobile <br />home /manufactured home zoning ordinance. <br />Shawn Napier, City Engineer stated the Commission will be looking at Article I <br />Definitions tonight May 4, 2015, Article III Mobile Home Parks in June, and Zoning <br />Ordinance 8 -101 Schedule of Uses in July. Mr. Napier further stated that on the definitions <br />attached the red letters are original portions of the ordinance that have been struck, the <br />green letters added and the black letters are original to the document and not changed. The <br />section of purple may need to be revised once we review the mobile home park section of <br />the ordinance. Holland Harper stated we need to start thinking about the RV Parks. Mr. <br />Napier stated we will include that with Article III Mobile Home Parks next month in June. <br />The Planning and Zoning Commissioners were pleased with what the City Staff had <br />provided for Article I Definitions. <br />8. Discuss and provide direction to staff on changing zoning from Commercial to General <br />Retail on lots that front Lamar Ave. in the 3600 Block to the 4800 Block. <br />Shawn Napier, City Engineer stated city staff has been tasked with bringing proposed <br />zoning changes forward on Lamar Avenue outside the Loop. The primary change would be <br />to change the zoning of the properties that front Lamar Avenue outside Loop 286 from the <br />existing zoning to General Retail (GR). The existing zonings include Commercial (C), <br />General Retail (GR), Agricultural (A), Planned Development (PD -a -b) and one duel -zoned <br />Commercial (C) and Light Industrial (LI). Staff has reviewed the existing uses in this <br />section of Lamar Avenue and only five existing uses would not be allowed in General <br />Retail (GR) zoning. The five uses include a used car lot, two auto repairs, contractor's <br />shop /storage yard and storage warehouse. These five uses would become non - conforming <br />uses if the zoning is changed to General Retail (GR). Three billboards exists in this section <br />that are currently non - conforming uses, if the zoning changed they would still be <br />non - conforming uses. Staff would recommend doing a few of these at a time over several <br />months starting with the vacant lots. The Planning and Zoning Commission discussed the <br />matter at hand and want to move forward with the first twenty -three (23) properties on the <br />south side of the loop that the zoning change is required. <br />Mike Folmar asked after we complete this zoning request for Lamar Avenue will we move <br />on to another area in the City of Paris. Shawn Napier stated that is always an option in <br />moving forward with our zoning map. <br />9. Meeting adjourned at 6:35 p.m. <br />
