MINUTES <br />SPECIAL MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />MONDAY APRIL 13, 2015 <br />12:30 O'CLOCK P.M. <br />1. The meeting of the Historic Preservation Commission was called to order at 12:30 p.m. by <br />Commissioner Cindy Allcorn. <br />A. The following commissioners were present: Cindy Allcorn, Ruth Ann <br />Alsobrook, Sherrie Holbert, and Beatrice Ardila <br />B. Chair Douglas Cox, Vice Chair Michael Glatfelter, and Lauri Redus were <br />absent. <br />C. Staff also present: Joey Sleeper, Historic Preservation Officer; Triniti Frazier, <br />Permit Technician <br />2. Approval of minutes from previous meeting. (March 11, 2015) <br />Commissioner Allcorn requested the minutes be amended and resubmitted to reflect <br />her comments regarding the proposed ordinance changes. Motion was made by <br />Commissioner Alsobrook and seconded by Commissioner Ardila to amend the minutes <br />for consideration at a future meeting. The motion carried 4 -0. <br />3. Consideration of and action on the following Certificates of Appropriateness: <br />A. Fagade Renovation, 16 Is' SE, Gary Brown <br />Commissioner Allcorn introduced the item and called the applicant, Gary Brown. Mr. <br />Brown introduced the business owner, James Wyatt, to explain the nature of the <br />business. Mr. Wyatt explained that the business, 1" Street Media, LLC, would be a <br />video and audio recording studio and have live broadcasting capability. He further <br />explained that the studio would have advanced capabilities for streaming videos, <br />corporate webinars, and television commercials and that several customers had <br />already reserved the studio for production purposes. Mr. Brown explained that the <br />existing glass and aluminum storefront would be removed and replaced with glass and <br />wood similar to other buildings in the downtown historic district. He further explained <br />that the door would be inset to match an existing door, and that the new door would <br />have decorative etched glass. Commissioner Allcorn asked if transom windows would <br />be installed above the storefront windows. Mr. Brown answered that due to the interior <br />ceiling height, transoms would not be installed. Commissioner Holbert asked if the <br />brick would be painted, which Mr. Brown answered that it was previously painted and <br />that they proposed to repaint the brick with approved colors. He further explained that <br />the existing red sign bands would remain on the building. Commissioner Holbert asked <br />if the brick infill at the upstairs windows would be removed, which Mr. Brown <br />answered that they would not be removed at this time. Mr. Sleeper asked if the <br />applicant was seeking approval for a sign shown on the submittal, and Mr. Brown <br />
