Motion was made by Billy Trenado, seconded by James Price to deny the petition. Motion <br />carried 6 -0. <br />Motion was made by Jerry Akers, seconded by John Lee to recuse Holland Harper. Motion <br />carried 5 -0. <br />7. Public hearing and consideration of and action on a change in zoning from a Commercial <br />(C) and Light Industrial (LI) District to a General Retail (GR) District on the following: <br />a. Lot part of 3 in City Block 313, located in the 3700 Block of Lamar Avenue and <br />being 1.404 acres (Lamar Access Road LLC) <br />b. Lot 3, Block A of the R S Enterprises Addition, located at 3820 Lamar Avenue <br />(Chicken Express) <br />Public hearing was declared open. <br />A. No one spoke in favor of the petition. <br />B. One individual spoke in opposition. <br />Holland Harper, 1040 S.E. 41't Street Paris, Texas, spoke in opposition of petition. <br />Mr. Harper stated the Lamar Access Road is a piece of property to 11.97 acres with <br />a 77,000 square foot former manufacturing plant that is now used for a warehouse. <br />It has over 5,000 amps of power, sprinkled, and is currently being used as a <br />warehouse. This property is broken up into two lots, one is the road and the other is <br />the rest of the property. Mr. Harper further stated you can't operate a warehouse in <br />a General Retail (GR) zoning district, this zoning change will hurt the property. <br />Public hearing was declared closed. <br />Motion was made by Barney Bray, seconded by John Lee to deny the petition. Motion <br />carried 5 -0. <br />Motion was made by Billy Trenado, seconded by John Lee for Holland Harper to return to <br />the meeting. Motion carried 5 -0. <br />Holland Harper suggested combining this rest of the agenda. Motion was made by John <br />Lee, seconded by Billy Trenado to combine items 8 through 12. Motion carried 6 -0. <br />8. Public hearing and consideration of and action on a change in zoning from a Commercial <br />(C) and Light Industrial (LI) District to a General Retail (GR) District with a Specific Use <br />
