First reading, deliberate and possibly act on ORDINANCE NO. 2009-003: AN ORDINANCE <br />OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, EXTENDING A ONE <br />HUNDRED EIGHTY (180) DAY MORATORIUM ON THE ISSUANCE OF PERMITS <br />UNDER THE CITY CODE OF ORDINANCES AND SPECIFIC USE PERMITS UNDER <br />THE CITY ZONING ORDINANCE FOR THE PLACEMENT OF MOBILE HOMES OR <br />HUD -CODE MANUFACTURED HOMES ON ANY PROPERTY LOCATED WITHIN <br />THE CORPORATE CITY LIMITS OF THE CITY OF PARIS, TEXAS; AUTHORIZING <br />THE CITY MANAGER AND CITY ATTORNEY TO WORK WITH THE PLANNING & <br />ZONING COMMISSION TOWARD DEVELOPING NEW REGULATIONS FOR MOBILE <br />HOMES AND HUD -CODE MANUFACTURED HOMES TO BE PRESENTED TO THE <br />CITY COUNCIL; PROVIDING A PENALTY CLAUSE, SAVINGS CLAUSE, REPEALER <br />CLAUSE, SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />A Motion to invoke the super majority rule was made by Council Member Biard and seconded <br />by Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />A Motion to approve this item was made by Council Member Biard and seconded by Council <br />Member Pickle. Motion carried, 6 ayes - 1 nay, with Council Member McCarthy casting the <br />dissenting vote. <br />17. Presentation and possible action on the concept of a proposed Veterans Memorial for <br />Northeast Texas to be located near the Love Civic Center. <br />Doug Weiberg gave a presentation on this subject citing that the building would be a special <br />place to honor our military and asked that the City of Paris support this project. <br />A Motion supporting the concept of the proposed Veterans Memorial for Northeast Texas to <br />be located near the Love Civic Center was made by Council Member Rogers and seconded by <br />Council Member Brown. Motion carried, 7 ayes - 0 nays. <br />18. Convene into Executive Session as follows: <br />a. Pursuant to Section 551.087 of the Texas Government Code to discuss and deliberate <br />on an offer of a financial or other incentive to a business prospect to locate, stay, or <br />expand in Paris and consider any commercial and financial information related to the <br />business prospect. <br />
