Regular City Council Meeting <br />January 26, 2009 <br />Page 5 <br />b. Pursuant to Section 551.076 of the Texas Government Code to discuss and deliberate <br />on security devices for city buildings. <br />Mayor Freelen recessed City Council for a break at 6:24 p.m. and convened City Council into <br />executive session at 6:30 p.m. <br />19. Reconvene into open session. <br />Mayor Freelen reconvened City Council into open session at 7:07 p.m. <br />20. RESOLUTION NO. 2009-008: A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS, AWARDING THE BID FOR CITY DEPOSITORY FOR THE PERIOD <br />BEGINNING MARCH 1, 2009 AND ENDING FEBRUARY 28, 2011; AUTHORIZING <br />THE EXECUTION OF A CONTRACT UPON THE TERMS AND CONDITIONS SET <br />OUT IN THE INSTITUTION'S BID; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Gene Anderson said the current City depository agreement would expire February 28, 2009. <br />Mr. Anderson told City Council that two bid notices were published in the Paris News, that the bid <br />form was mailed to all local banks, and that two bids were received but one was received after the <br />deadline. Mr. Anderson said City staff recommended that the remaining bid from Liberty National <br />Bank be accepted. <br />A Motion to approve this item was made by Council Member McCarthy and seconded by <br />Council Member Kear. Motion carried, 7 ayes - 0 nays. <br />21. RESOLUTION NO. 2009-009: A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS; APPROVING AND AUTHORIZING THE EXECUTION OF AN <br />AGREEMENT WITH BUREAU VERITAS FOR PLAN REVIEW AND BUILDING <br />INSPECTION SERVICES; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Kevin Carruth said the chief building official position became vacant January 23, 2009, <br />leaving no building inspectors. He further said that the City would need to contract for plan reviews <br />and building inspections during the time period it will take to recruit and hire a replacement. Ty <br />Chapman of Bureau Veritas answered questions from City Council. <br />Mr. Carruth added that the permit fees charged would not cover the costs for Bureau Veritas. <br />Several Council Members wanted to know what the offset would be against salaries and benefits of <br />employees. Mr. Carruth said that it would need to be studied. Mayor Freelen expressed a desire to <br />hire Bureau Veritas on a temporary basis for a couple of months and then schedule a meeting to <br />receive input from contractors. It was a consensus of the City Council to contract with Bureau Veritas <br />
