RESOLUTION NO. 2009-002: A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS, AUTHORIZING AND APPROVING THE EXECUTION OF A <br />CONTRACT BETWEEN THE CITY OF PARIS AND THE LAMAR COUNTY <br />ELECTIONS ADMINISTRATOR TO ASSIST, COORDINATE, SUPERVISE AND <br />HANDLE CERTAIN ASPECTS OF ADM_ INISTERING THE GENERAL ELECTION FOR <br />MAY 9, 2009, FOR THE CITY OF PARIS; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />City Clerk Janice Ellis explained that citizens frequently complained about having to go to <br />multiple locations to vote for different entities. She said Lamar County created the office of County <br />Elections Administrator in September of 2008, and that she had been working with him to combine <br />polling places. Ms. Ellis also said the estimated cost for the General Election in May 2009 was <br />$4,353.00 and that $10,000.00 had been budgeted. <br />A Motion to approve this item was made by Council Member Biard and seconded by Council <br />Member Rogers. Motion carried, 6 ayes - 0 nays. <br />Council Member Brown returned to the meeting at 6:22 p.m. <br />20. RESOLUTION NO. 2009-003: A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS, APPROVING AND RATIFYING THE ACCEPTANCE OF TWO <br />TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) CAPITAL IMPROVEMENT <br />PROGRAM GRANTS; APPROVING AND RATIFYING TWO AIRPORT PROJECT <br />PARTICIPATION AGREEMENTS NOS. 09MPPARIS AND 0901 PARIS WITH TXDOT; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />A Motion to approve this item was made by Council Member McCarthy and seconded by <br />Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />21. Deliberate and act on a request to amend Section 10 -110 of the Zoning Code to allow the use <br />of additional paving materials for non - residential parking and driveway areas. <br />Council Member Biard said he had requested this item be placed on the Agenda, because <br />businesses with gravel lots were being required to pave their parking lots prior to obtaining a sign <br />permit. Council Member Biard and Mayor Freelen expressed concern about losing businesses to <br />other towns, because of the requirement. <br />
