G 5.2 What is your history of providing services in a cost - effective manner? If your program is new, you may not be able to show a service history; therefore, SKIP to Part 6: Project Summary. 1. An administrative decision by the project directors of the Regional Controlled Substance Apprehension Program and Tactical Narcotics Team was made to consolidate the two drug task forces. The consolidation will increase the number of participating entities from six in the Regional Controlled Substance Apprehension Program and five in the Tactical Narcotics Team to an adjusted number of eight. Three entities have elected to withdraw their participation in the task force. Arising out of the consolidation is the new Red River Valley Drug Task Force. The consolidation is cost- effective in the following manner: a. The present Regional Controlled Substance Apprehension Program Commandet's salary and fringe benefits ($62,240) will be used in one of the other schedules. b. The Texas Department of Public Safety Commander's salary and fringe benefits ($76,896) will be used for cash match. c. The cell phone, pager, vehicle, and gas expense for the present Regional Controlled Substance. Apprehension Program Commander will be eliminated. The same expenses for the Texas Department' of Public Safety Commander will be paid by the Texas Department of Public Safety. 2. To eliminate a portion of the operating expense, the investigators have been instructed to travel together in conducting task force business when feasable. 3. To eliminate a portion of the heating, cooling, and lighting expense, all task force personnel have been instructed on the importance of the correct setting on thermostats and turning off lights. 4. The investigators have been instructed to evaluate the payments of confidential informants in a more cost - effective manner. 5. The investigators have been instructed to evaluate'the mailing versus hand - delivery of evidence to the laboratories. 6. Agency meetings have been cut from one a week to two a month. 7.
