340 <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />JANUARY 29, 2001 <br />The City Council of the City of Paris, Paris, Texas, met in special session, Monday, <br />January 29, 2001, 6:00 P. M., Paris Junior College, Applied Technology Building, <br />Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor Michael J. Pfiester called <br />the meeting to order with the following Council Members present: John Bell, Richard <br />Manning, John A. Carter, Jr., and Kevin Gray. Also present was City Manager <br />Michael E. Malone, City Attorney Larry W. Schenk, and Assistant City Clerk Thomas <br />E. Haynes. <br />Invocation was given by Terry Townsend, Director of Public Works for the City of <br />Paris. <br />Mayor Pfiester announced that the purpose of the special meeting was consideration <br />of and action on a resolution declaring an emergency for purposes of purchases <br />pursuant to Section 252.022 of the Local Government Code, providing for <br />implementation of emergency procurement procedures and authorizing the City <br />Manager to undertake necessary procurement actions. <br />Resolution No. 2001 -007 resolving that the City Council finds and determines that <br />the aforesaid severe winter conditions and ice storms constitute a public calamity <br />requiring the immediate appropriation of money in support of procurements to <br />relieve the necessity of the municipality's residents or to preserve the property, <br />machinery, equipment, or other properties of the municipality,. and constitute an <br />emergency and urgent public necessity justifying utilization of emergency <br />procurement procedures designed to allow the City to contract as soon as possible, <br />but in full compliance with State and Federal regulations related to emergency <br />procurements in support of disaster relief, and still allowing for informal competition <br />among contractors and bidders, was presented. <br />After discussion, a motion was made by Councilman Bell, seconded by Mayor Pro <br />Tern Manning, for approval of the resolution. The motion carried 4 ayes, 0 nay. <br />
