9X IA <br />"— 4. Public Hearing to consider the petition of J.R. Lane for a change in zoning from an <br />Agricultural District (A) to a Multiple - Family Dwelling District No.1 (MF -1), Lot 2, <br />City Block 308, being the 500 Block 19th SW. <br />The public hearing was declared open. <br />Mr. J.R. Lane spoke in favor of the petition stating that he would like to sell property because <br />he didn't want to raise cows in the city. Mr. Lane expressed his desire to build something <br />but wasn't sure of what he wanted to build. <br />Joe Chamy, Hurst, Texas, developer, favored the petition stating that he would like to build <br />a 76 unit apartment along Washington Street. Mr. Chamy thinks that development would <br />increase property values in the area. He stated that he planned to put a lot of dollars into the <br />project. Mr. Chamy built projects in Brownwood, Cooper, Dekalb, Glen Rose, Dublin, <br />Comanche, and Springtown and would like to build to please the neighbors in the area. <br />Marshall Kent asked Mr. Lane if he would consider zoning other than Multiple Family. <br />Jack Thompson, 560 191 SW, spoke in opposition to the petition stating that he was afraid <br />too many people would be in the area at night. <br />Joanie Welch, 430 191 SW, opposed Multiple Family zoning stating that she would like to <br />see Single Family zoning. Ms. Welch stated that most of the houses in the area are Single <br />Family with lots of older people and children. Ms. Welch was concerned about the residents <br />and traffic in the area and thought there were better suited areas for Multiple Family zoning. <br />Carl Puckett, 520 191h SW, opposed the zoning stating that Multiple Family homes <br />deteriorated quickly and property values would decrease. Mr. Puckett stated that he would <br />not have bought his house if he thought Multiple Family zoning would be allowed. <br />Angela Baker, 620 191h SW, opposed the zoning with concerns of traffic. Ms. Baker would <br />like to see property zoned Single Family. <br />Shirley Bridgers, 2015 Old Bonham Road, opposed the petition for Multiple Family zoning <br />but did not oppose Single Family zoning. <br />Debra Thompson, 51013d' SW, opposed the petition stating concerns about crime rate in the <br />area and also, many older people in the area are opposed to Multiple Family zoning. <br />Eddie Vincent recommended Planned Development as possible zoning stating that Planned <br />Development zoning is across the street. <br />5. Consideration of and action on the petition of J.R. Lane for a change in zoning from <br />an Agricultural District (A) to a Multiple- Family Dwelling District No. 1(MF -1), Lot <br />2, City Block 308, being the 500 Block 19' SW. <br />Motion was made to deny by Marshall Kent and seconded by Bobby Myers. Motion carried <br />by a vote of 6 ayes and 1 nay.. <br />
