7 5.3 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />JANUARY 6, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in regular session, Monday, <br />January 6, 2000, at 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. <br />Mayor Charles H. Neeley called the meeting to order with the following Council <br />Members present: John F. Bell, Richard Manning, Michael J. Pfiester, Kevin Gray, <br />and Gene McWaters, Jr. Also present were City Manager Michael E. Malone, City <br />Attorney Larry W. Schenk, and City Clerk Mattie Cunningham. <br />Invocation was given by Beverly Lewis, Library Director for the City of Paris. <br />City Manager Malone presented the Minutes of the Planning and Zoning Commission <br />meeting held January 3, 2000, and attached hereto as Exhibit A to these minutes. <br />Mayor Neeley declared the Public Hearing open to consider the petition of Bobby <br />and Deidre Kincaid for a change in zoning from a One - Family Dwelling District No. <br />2 (SF -2) to a One - Family Dwelling District No. 2 (SF -2) With Specific Use Permit (25) <br />Nursery and Daycare, on Lots 6 and 7, Block E, West Park Addition, located at 815 <br />27th Street N. W. <br />Councilman Bell requested that he be excused from the council meeting due to <br />conflict of interest. A motion was made by Councilman Manning, seconded by <br />Councilman Pfiester, to excuse Councilman Bell. The motion carried 5 ayes, 0 nays, <br />and Councilman Bell departed the council chambers. <br />Mayor Neeley called for proponents to appear, and Bobby Kincaid, 625 27th Street <br />N. W, appeared before the City Council in behalf of their petition. Mr. Kincaid told _ <br />the City Council that he wanted to open a licensed daycare that accommodates up <br />to 12 children. <br />Mayor Neeley called for opponents to appear, none appeared and the public <br />hearing was declared closed. <br />ORDINANCE NO. 2000 -001 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF <br />PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE <br />ZONING MAP OF SAID CITY; ESTABLISHING A ONE - FAMILY DWELLING DISTRICT <br />NO.2 (SF -2) WITH SPECIFIC USE PERMIT (25) NURSERY AND DAYCARE ON LOTS <br />6 & 7, BLOCK E, WEST PARK ADDITION, ON PROPERTY BELONGING TO <br />RAYBURN BELL, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY <br />DESIGNATED AS A ONE - FAMILY DWELLING DISTRICT NO.2 (SF -2); DESIGNATING <br />THE BOUNDARIES OF THE ONE - FAMILY DWELLING DISTRICT NO. 2 (SF -2) WITH <br />SPECIFIC USE PERMIT (25) NURSERY AND DAYCARE SO ESTABLISHED; <br />PROVIDING FOR A PENALTY NOT TO EXCEED $2,000.00; REPEALING ALL <br />
